Summary of the contracting process

The Agriculture and Horticulture Development Board (AHDB) commissioned agricultural services to run cereal and oilseed variety testing trials under its Recommended List programme. The trials generate independent data on the characteristics and market options of new varieties, supporting levy payers and the wider industry in choosing crops suited to their farming systems and local markets. The work also supports recommended and described variety lists and continuity of grain supply. This requirement covers a time-limited extension of existing trial services while AHDB reviews its future procurement and delivery arrangements. Delivery is across the United Kingdom. The service category is agricultural services, including the planning, management and delivery of field-based variety testing and the production of reliable trial data for crop selection.

The procurement is complete and the contract was awarded directly, below threshold and without competition, to Frontier Agriculture Limited. One lot was awarded. The award is active and was made on 30 June 2026. The contract was signed on 30 June 2026, runs from 1 August 2026 to 1 November 2027, and is valued at £35,833.33 excluding VAT (£43,000 gross). AHDB used a direct procurement route because a time-limited extension was required to maintain continuity of the existing trials during its review of future requirements and delivery arrangements. The contract remains active. Frontier Agriculture Limited is the selected supplier for the full Recommended List variety trials requirement.

This procurement indicates demand from AHDB for specialist agricultural research and trial-delivery capability covering both cereals and oilseeds. A credible future competitor would need to plan and run variety trials consistently across the United Kingdom, collect robust comparative field data, and produce evidence suitable for recommended and described variety lists. Experience working with farmers, levy-funded agricultural programmes, crop specialists and the wider grain supply chain would be relevant. Suppliers would also need the operational capacity to maintain continuity across an established trials programme and to support decisions about varieties suited to different cropping systems and local markets. The direct, below-threshold route and the use of an extension show the importance AHDB places on continuity and an existing delivery capability.

Notice Title

Recommended List Variety Trials

Notice Description

The AHDB Cereals and Oilseeds Recommended Lists (RLs) provide levy payers and the wider industry with independent information on the characteristics and market options for new cereal and oilseed varieties. The information provided by the RLs enables levy payers to select variety's that are optimal for their cropping system and meet the requirements of their local market, maximising productivity and ensuring a reliable supply of grain into the supply chain. Scope of delivery is running cereal and oilseed variety testing trials for the purposes of providing data to facilitate the selection of crop varieties into recommended and described variety lists. Under the Recommended List programme, AHDB is undertaking a review of the trials to inform future procurement requirements and delivery arrangements. A time-limited extension of services is required to ensure continuity of the existing trials while this review is completed.
