Summary of the contracting process

The Agriculture and Horticulture Development Board commissioned agricultural variety-testing services for its Cereals and Oilseeds Recommended Lists. The work involves running cereal and oilseed variety trials and producing independent data on crop characteristics and market options. This evidence supports levy payers and the wider agricultural industry in selecting varieties suited to different cropping systems and local markets, helping to maximise productivity and maintain reliable grain supplies. The trials support decisions on which crop varieties should enter recommended and described variety lists. Delivery covers the United Kingdom. The requirement is a time-limited continuation of existing trials while AHDB reviews its future procurement requirements and delivery arrangements.

The procurement is complete and was awarded through a below-threshold direct award without competition. One lot was completed. The contract was awarded to Scottish Agronomy Ltd, an SME, on 10 July 2026, and the contract is active. It was signed on 10 July 2026, runs from 1 August 2026 to 1 November 2027, and is valued at £105,833.33 excluding VAT, or £127,000 including VAT. The procurement was evaluated through the buyer’s direct-award route rather than a competitive tender. The contract covers agricultural, forestry, horticultural, aquacultural and apicultural services, with the published requirement specifically focused on cereal and oilseed variety trials for Recommended List purposes.

This award demonstrates demand from AHDB for specialist agricultural research and field-trial delivery supporting cereal and oilseed variety recommendations. A credible future supplier would need practical capability to design, manage and report robust variety trials, with relevant expertise in cereal and oilseed agronomy and the ability to generate independent, reliable comparative data. Experience working with farmers, levy-funded programmes, crop markets and variety evaluation would strengthen a supplier’s position. Delivery capability across the United Kingdom is relevant, as is the capacity to maintain continuity of established trials and provide dependable results for formal recommended and described variety lists. Suppliers should also be able to support changing trial arrangements as AHDB reviews its programme.

Notice Description

The AHDB Cereals and Oilseeds Recommended Lists (RLs) provide levy payers and the wider industry with independent information on the characteristics and market options for new cereal and oilseed varieties. The information provided by the RLs enables levy payers to select variety's that are optimal for their cropping system and meet the requirements of their local market, maximising productivity and ensuring a reliable supply of grain into the supply chain. Scope of delivery is running cereal and oilseed variety testing trials for the purposes of providing data to facilitate the selection of crop varieties into recommended and described variety lists. Under the Recommended List programme, AHDB is undertaking a review of the trials to inform future procurement requirements and delivery arrangements. A time-limited extension of services is required to ensure continuity of the existing trials while this review is completed.
