Summary of the contracting process

NHS West Yorkshire Integrated Care Board is planning a Special Schools Eye Care Service across West Yorkshire. The service falls within health services and specifically optician services, covering eye care provision for special schools. North of England Commissioning Support is acting on behalf of the Integrated Care Board to understand the market and support the procurement. The requirement is intended for providers able to deliver eye care services to children and young people in special-school settings. The work will be delivered in West Yorkshire, with Bradford identified as the buyer’s address. This is a single service requirement rather than a multi-lot procurement. The service is being developed as a public healthcare provision and is covered by the World Trade Organization Government Procurement Agreement.

The process is at the planning stage and is currently a request for information and market-landscaping exercise, not an invitation to tender or a call for competition. The buyer is seeking information about providers’ capacity and appetite to deliver the service. Responses to the RFI are expected by noon on 15 September 2026. The proposed contract start date is 1 July 2027, and a future notice is expected on 17 March 2027. The procurement is planned as a single lot for health and optician services. The exercise will be managed electronically through Atamis, with communications conducted through that system. Any future competition will require suppliers to express interest after the contract notice is published. The stated procurement classification is health services, CPV 85100000.

This will suit opticians, ophthalmic providers and other healthcare organisations with the capacity to deliver eye care in special-school environments across West Yorkshire. Providers with experience of working with children and young people, particularly those requiring adapted communication, reasonable adjustments or specialist approaches, are likely to be well placed to respond when the procurement reaches the market. Relevant clinical staff, equipment, safeguarding arrangements and systems for coordinating services across multiple schools will be important capabilities. Organisations already delivering community, school-based or NHS-funded eye care may find the requirement particularly relevant. The current exercise is intended to help the buyer understand market capacity and supplier interest, so suitable providers can use it to inform the authority about their experience, operating model and ability to deliver the planned service.
