Summary of the contracting process

SONI Ltd is seeking one suitably qualified supplier or consortium to establish and operate its target IT operating model. The requirement covers implementation and integration of core IT systems, including design, build and transition; secure and resilient IT services supporting SONI’s organisational separation and statutory functions; end-user support and service desk provision; and ongoing IT service management, optimisation and ITSM processes. This is a managed IT services and systems implementation requirement, covering IT consultancy, software development, internet and support services (CPV 72000000). Delivery is required across the United Kingdom, for SONI Ltd, a private utility based in Belfast. The arrangement is intended to support future service requirements as well as the continuing operation of the target IT environment.

The procurement has reached tender: SONI invited offers through a selective competitive flexible procedure, with up to three candidates progressing to the tender stage. It comprises one lot and is above threshold. The estimated value is £18,000,000 excluding VAT (£21,600,000 including VAT). SONI wishes to appoint an appropriately qualified and experienced Supplier (or consortium) to deliver outcomes aligned to the successful establishment and ongoing operation of SONI's target IT operating model. The appointed Supplier will be responsible for enabling a secure, resilient, and user-focused IT environment that supports SONI's organisational separation, statutory functions, and future service requirements. This includes the delivery and integration of core IT systems, the provision of effective end-user support services, and the ongoing management and optimisation of IT Services. Renewal: The contract will be established for an initial period of five (5) years, with the option to extend annually for an additional three (3) years, subject to SONI's discretion and in accordance with the terms of the contract.
