Summary of the contracting process

Thames Water Utilities Limited is procuring sewer investigation, CCTV inspection and cleaning services for its wastewater network across London and South East England. Two lots are available. Targeted Catchment Investigation Services will investigate defined catchment areas to identify and reduce sewer blockages, pollution incidents, flooding and customer disruption. Work can include sewer and manhole inspections, cleaning, CCTV surveys, root-cause analysis, first-time fixes and recommendations for follow-on work. CCTV & Cleaning covers planned and reactive sewer cleaning, CCTV investigations, flow management, waste disposal, defect coding, emergency response and pollution escalations. Suppliers must provide the labour, vehicles, plant, equipment, permits, licences, traffic management and records needed for delivery on public highways, private land and other locations.

The process has reached tender: Thames Water has invited offers through a selective competitive flexible procedure for a closed, multi-supplier framework, with bids permitted for one or both lots. The first stage is a Pre-Qualification Questionnaire, followed by an Invitation to Negotiate for selected suppliers and potentially a Best and Final Offer. Questions must be submitted by 21 September 2026 at 17:00, and expressions of interest and PSQ access requests by 28 September 2026 at 12:00. The framework is intended to run from 1 February 2027 to 31 January 2030, with extensions potentially taking the maximum term to 31 January 2035. The published value is £0. Lot 1 is weighted 60% commercial and 40% technical; Lot 2, 70% commercial and 30% technical.

Lot 1 requires experience of catchment investigations, sewer and manhole inspection, cleaning, CCTV evidence, identifying root causes and completing suitable first-time fixes. Lot 2 suits providers able to deliver specialist cleaning, CCTV enabling, flow management, waste disposal, defect identification and coding, emergency response and pollution-related work. Suppliers need sufficient labour, vehicles, plant and equipment, together with the ability to secure permits, manage traffic and work across highways, private land and varied operational locations. Selection will consider relevant experience, technical capability, operational capacity, health and safety, quality management, environmental performance and the ability to meet the service requirements.

Lot 1 - Targeted Catchment Investigations (TCI) This lot covers the delivery of Targeted Catchment Investigations (TCIs) across Thames Water's wastewater network to identify and reduce the risk of sewer blockages, pollution incidents, sewer flooding and customer service disruption. Suppliers will be required to undertake investigations within defined catchment areas identified by Thames Water. Activities may include sewer and manhole inspections, sewer cleaning, CCTV surveys, identification of root causes of network issues, delivery of first time-fix activities where appropriate, and the development of recommendations for follow-on works. Suppliers will be responsible for providing all labour, vehicles, equipment and associated resources necessary to deliver the services, together with the collection and submission of inspection data, CCTV records, photographs and other required outputs. The framework will operate across the Thames Water region. Work packages will be issued by Thames Water throughout the term of the framework and may vary in size, volume and location. Successful suppliers will be required to work collaboratively with Thames Water to support operational performance, environmental protection and customer outcomes. Lot 2 - CCTV & Cleaning This lot covers the provision of planned CCTV inspection and sewer cleaning services across Thames Water's wastewater network, including specialist cleaning activities and associated support services such as flow management, waste disposal, and related operational works. Suppliers will be required to undertake sewer cleaning and CCTV investigations to identify, record, and report on blockages, silt build-up, structural defects, root ingress, and other operational issues within the network. Services may include CCTV enabling activities, defect identification and coding, emergency response works, pollution escalations, and customer and stakeholder engagement where required. Suppliers will provide all labour, vehicles, plant, equipment, permits, licences, traffic management, and associated resources required to deliver the services in accordance with relevant industry standards and Thames Water procedures. Services may be delivered across public highways, private land, and other locations throughout the Thames Water region, and may include both planned and reactive activities. Suppliers will be responsible for providing all required survey, inspection, waste disposal, and job completion records and will work collaboratively with Thames Water to support network performance, environmental compliance, and customer outcomes. Thames Water reserves the right to refine the award criteria. Please note that that deadline for asking for access to the PSQ & submitting of the PSQ is 28 September 2026, at 12:00pm.

Suppliers will be required to undertake investigations within defined catchment areas identified by Thames Water. Suppliers will be responsible for providing all labour, vehicles, equipment and associated resources necessary to deliver the services, together with the collection and submission of inspection data, CCTV records, photographs and other required outputs. The framework will operate across the Thames Water region. Work packages will be issued by Thames Water throughout the term of the framework and may vary in size, volume and location. It is anticipated that there will be a delivery of approximately 2257 TCIs per annum across the Thames Water network. Successful suppliers will be required to work collaboratively with Thames Water to support operational performance, environmental protection and customer outcomes.

Renewal: Thames Water envisages that the contract will be awarded for an initial term of 3 years with options to extend by 1 year or longer, up to a maximum overall term of 8 years.

CCTV & Cleaning

This lot covers the provision of planned CCTV inspection and sewer cleaning services across Thames Water's wastewater network, including specialist cleaning activities and associated support services such as flow management, waste disposal, and related operational works Suppliers will be required to undertake sewer cleaning and CCTV investigations to identify, record, and report on blockages, silt build-up, structural defects, root ingress, and other operational issues within the network. Services may include CCTV enabling activities, defect identification and coding, emergency response works, pollution escalations, and customer and stakeholder engagement where required. Suppliers will provide all labour, vehicles, plant, equipment, permits, licences, traffic management, and associated resources required to deliver the services in accordance with relevant industry standards and Thames Water procedures. Services may be delivered across public highways, private land, and other locations throughout the Thames Water region, and may include both planned and reactive activities.
