Summary of the contracting process

Herefordshire Council is commissioning two children’s social care services across Herefordshire. Lot 1 is a Children’s Rights and Advocacy Service for eligible children and young people using the council’s children’s social care services: children in need, those on child protection plans or in care, care leavers up to age 25, and homeless 16- and 17-year-olds. Lot 2 is an Independent Visitors Service for children in care and care leavers, providing a consistent, independent and trusted adult relationship to support wellbeing, resilience and positive outcomes. Suppliers can tender for either or both services, according to their ability to deliver them. The work falls within health and social work services.

The council invited tenders through an open procedure. The enquiry deadline was 19 October 2026 at 12 noon, and the tender submission deadline was 30 October 2026 at 12 noon. Both lots have a contract period from 1 February 2027 to 31 January 2032, with an option to extend by up to 24 months, subject to demand, satisfactory performance, governance and budget approval. Lot 1 is valued at £959,000 excluding VAT (£1,150,800 including VAT); Lot 2 at £371,000 excluding VAT (£445,200 including VAT). For each lot, evaluation weights are quality 58%, social value 12% and price 30%. The council intends to appoint no more than one supplier to each lot.

Herefordshire Council is inviting tenders for the provision of Childrens Rights and Advocacy Service and Independent Visitors Service. The procurement is divided into two lots: * Lot 1 - Childrens Rights and Advocacy Service * Lot 2 - Independent Visitors Service Bidders may submit a tender for one or both Lots depending on the services they are able to deliver and their capability and capacity to meet the requirements of the relevant Lot(s). The Council intends to appoint a maximum of one supplier for each Lot.

Childrens Rights and Advocacy Services

Children's Rights and Advocacy Service for eligible children and young people accessing Herefordshire children's social care services. This includes children in need, children subject to child protection plans, children looked after, care leavers up to the age of 25 and 16/17-year-olds who are presenting as homeless.

Independent Visitors Service

The delivery of the Independent Visitors Service for Care Experienced and Care Leavers of Herefordshire. The Independent Visitor Service provides children and young people in care with access to a consistent, independent and trusted adult relationship that promotes their wellbeing, resilience and positive outcomes.

Renewal: Up to 24 months subject to demand, contractor's satisfactory performance, governance and budget approvals.
