Summary of the contracting process

Cumberland Council, through the Enterprising Cumbria programme, commissioned business support account management services for growth-potential businesses across Cumbria. The appointed providers deliver one-to-one account management, diagnostic sessions and signposting to wider business-support provision, helping small and medium-sized enterprises pursue their growth ambitions and access follow-on support. Relevant themes include innovation, investment, skills, net zero and international trade. The service is not intended to provide direct one-to-one or group coaching; its focus is coordinating access to the wider support ecosystem. The procurement is classified as business and management consultancy and related services, with accounting, auditing and fiscal services also identified. Delivery covers Cumbria.

The procurement is complete and the contract has been awarded under one lot through a below-threshold procedure. The award was made on 26 April 2026 to AJ Lakes Consultancy, Box Box Solutions, Complete Business Advisory Solutions Ltd, Cumbria Chamber of Commerce and Industry, Broughton & Beech Ltd, Hospitality Counsellor, and M4C Ltd. The contract runs from 27 April 2026 to 31 March 2027. Its value is £56,000 excluding VAT and £67,200 including VAT. Providers are paid unit prices for completed business assists, subject to valid paperwork. The requirement was evaluated as a service procurement; detailed award criteria are not stated.

This award shows demand from Cumberland Council for locally delivered business-growth support that can work with SMEs, diagnose their needs and connect them to appropriate follow-on provision. Credible future suppliers would need practical account-management and business-advisory capability, strong knowledge of the Cumbria support ecosystem, and the ability to support businesses across themes such as innovation, investment, skills, net zero and international trade. Providers should be able to deliver consistent diagnostic and signposting activity rather than rely on coaching as the core offer. Robust administration will matter because payment depends on recorded assists and completed paperwork. SMEs, chambers, consultancies and specialist advisers with complementary networks may be well placed to compete when this requirement returns.
