Summary of the contracting process

Luton Council commissioned fire consultancy services for Wenlock Court, a building comprising four blocks that is intended to change use to residential accommodation. The work covers inspection reports, supporting surveys, analysis, a fire strategy and related technical information. The consultant must provide defined tasks and deliverables, with performance tracked against agreed delivery times and successful completion of the required outputs. The services are intended to support compliance activity, Building Control approval and eventual occupation of the building. The procurement is for engineering services, with activity relating to Wenlock Court and the wider council estate. It is a single requirement rather than a multi-lot opportunity, managed by Luton Council.

The procurement is complete and was awarded through a direct award to Tetra Tech Limited. The award decision was dated 1 September 2026. The award value is £235,000 excluding VAT, or £282,000 including VAT. The awarded service period runs from 14 September 2026 to 12 March 2027. A standstill period ended on 11 September 2026, with signature scheduled for 14 September 2026. The council relied on Section 41 and Schedule 5 of the Procurement Act 2023, citing continuity of professional responsibility, consistency of technical outputs, immediate mobilisation and time-critical compliance work. The award is above the relevant threshold. The requirement was evaluated through a single completed lot, with delivery performance measured against agreed times and outputs.

This award indicates demand from Luton Council for specialist fire consultancy supporting residential conversion, building compliance and Building Control approval. A credible future competitor would need professional capability in fire strategy development, building inspections, supporting surveys, technical analysis and the production of reports and evidence suitable for regulatory submissions. The requirement also favours suppliers able to manage several linked deliverables, maintain technical consistency across a multi-block building and coordinate outputs with the council’s compliance programme. Demonstrable experience of occupied or proposed residential accommodation, estate-wide professional responsibility and reliable mobilisation would strengthen a supplier’s position. Strong project controls are important because delivery is tracked against agreed times and the quality and completeness of the technical outputs determine success.

Notice Title

AT1517-Wenlock Fire Consultant Appointment

Notice Description

Wenlock Court is a Building with four blocks and it requires a consultant to provide fire strategy and supporting surveys and reports in order to support the change of use to residential accommodation. The consultant will be required to provide a service in relation to specific tasks and deliverable that will be tracked throughout the appointment. The deliverables include inspection reports, analysis, fire strategy and supporting information. Agreed delivery times will be used to measure performance and success is the delivery of said requirements.

Procurement Information

The Council intends to directly award a contract to Tetra Tech under Section 41 and Schedule 5 of the Procurement Act 2023. The appointment of Tetra Tech ensures continuity of professional responsibility across the estate, maintains consistency of technical outputs and allows Building Control submissions to be supported by a single integrated fire strategy approach. Tetra Tech is uniquely placed to mobilise immediately and continue the work without the need for extensive familiarisation or reassessment of previously completed work. In addition, the requirement is time-critical as the fire strategy and supporting surveys are necessary to progress compliance activities and secure Building Control approval to enable occupation of the building. Any delay caused by undertaking a full competitive procurement process would adversely impact programme delivery and the Council's ability to progress the required compliance works within the necessary timescales.
