Summary of the contracting process

Scottish Water is procuring the supply, delivery and installation of filtration media for existing or modified granular media filtration processes in public water-supply facilities across Scotland. The products must be approved for use in Public Water Supply in the United Kingdom. The requirement covers sand, gravel, granular activated carbon (GAC), reactivated GAC, anthracite, bonechar and Filtralite. It also includes associated filtration plant equipment and services, including inspection, CCTV surveys, testing, condition reporting and commissioning of filtration units; repairs and replacement of defects; design and installation of modifications; removal and compliant disposal of existing media; cleaning; and replacement of filter vessels within treatment buildings.

The process reached tender: Scottish Water invited offers through a selective negotiated procedure with a prior call for competition. It is arranged as one lot and includes a framework agreement. The buyer set the tender submission deadline as 2 October 2026 at 12:00 BST. The contract period is 2,880 days. The estimated value is £60,000,000. Four candidates are to be invited to the next stage. Bids may be submitted electronically or in writing, in English, and variants are not allowed. Selection and evaluation cover economic and technical criteria, with further requirements set out in the procurement documents. Electronic ordering and payment are used, and electronic invoicing is permitted.

This opportunity suits filtration-media manufacturers, specialist water-treatment contractors and firms able to combine product supply with installation and refurbishment of granular media filtration systems. Relevant capability includes supplying sand, gravel, GAC, reactivated GAC, anthracite, bonechar or Filtralite approved for UK public water supply. Competitors should be able to inspect filtration units, including by CCTV, test and commission them, report on condition, and repair or replace internal structures, components and coatings. The requirement also calls for design and installation of filter floors, under-drainage, vessels, tanks and wash units, plus media removal, compliant off-site disposal, cleaning and filter-vessel replacement. Economic and technical competence are assessed.
