Notice Description
The primary objective of this project is to procure domiciliary (home care) services that meet the eligible needs of residents under the Care Act 2014. The procurement will enable residents to exercise greater choice and control over their care and support arrangements, helping them to achieve their desired outcomes and maintain their independence. The contract will also deliver wider community benefits by generating social value and providing opportunities for suppliers to work collaboratively with the Council. Benefits include achieving best value, creating employment opportunities for local residents, supporting the development and sustainability of the local care market, and contributing to the local economy. The proposed procurement approach is a competitive flexible procedure comprised of an SQ stage to shortlist participants, followed by an ITT stage, for a contract with an initial term of three years, with options for extension. The domiciliary care market is vibrant, competitive, and well-established, with a diverse range of providers operating locally and nationally
Planning Information
The Council intends to hold a provider engagement event during which officers will outline the proposed model and facilitate discussion on key design principles for the future framework. The event will take place on 17th September 2026 between 10:00 and 13:30 in the Grocer’s Wing of the Town Hall (160 Whitechapel Rd, London E1 1BJ). Providers wishing to attend should register their interest free of charge via the Proactis Procurement Portal www.londontenders.org (using project reference: DN828255) and submit via the message function attendee/s contact details with name, position, email address by 17:00 14th September 2026. We will then issue invitations to the online event to those who have provided this information. Following the market engagement event, the Council wishes to hold 1:1 sessions with a small number of providers to gather more in-depth feedback.These sessions will be held week beginning 21st September 2026 via Teams. If you wish to be invited to partake in these sessions, please provide the following via the Proactis Procurement Portal www.londontenders.org (using project reference: DN828255) by 17:00 14th September 2026: • Two case studies demonstrating your ability to deliver the required services. • An indication of which Tier of service you wish to feedback on (Prime Area Provider, Secondary Provider, or Specialist Provider). • Evidence of your ability to deliver the required number of hours for your chosen Tier. • A two A4 page covering letter setting out how you will meet the requirements set out in 1.3.2.
