Summary of the contracting process

Tower Hamlets intends to procure domiciliary homecare services for residents whose needs are eligible under the Care Act 2014. The service will support people in their own homes, helping them maintain independence and exercise choice and control over their care and support. The contract is intended to deliver health and social care services, with wider community benefits including social value, local employment and support for the sustainability of the care market. The Council expects suppliers to work collaboratively with it and other providers. The service relates to residents served by Tower Hamlets, with delivery recorded in the London area. The procurement is led by Tower Hamlets, a London local authority.

This procurement is at the planning stage and is not an invitation to tender. Tower Hamlets expects to use a competitive flexible procedure, beginning with a selection questionnaire to shortlist participants and followed by an invitation to tender. The proposed contract has an initial three-year term, with extension options. The planned service period is 18 August 2027 to 18 August 2031, with a possible maximum extension to 18 August 2033. The estimated value is £300 million excluding VAT, or £360 million including VAT. The Council expects to publish the next notice on 2 October 2026. It plans a provider engagement event on 17 September 2026 and one-to-one sessions during the week beginning 21 September 2026. Providers wishing to participate in engagement must register by 17:00 on 14 September 2026.

The future opportunity is suited to established domiciliary care providers operating locally or nationally, including organisations able to contribute as a Prime Area Provider, Secondary Provider or Specialist Provider. The Council is seeking evidence that providers can deliver the required number of hours for their chosen service tier, alongside experience of delivering comparable services. Providers invited to one-to-one engagement will need to submit two relevant case studies and a two-page covering letter explaining how they would meet the stated requirements. This is a substantial, multi-provider care model for organisations with operational capacity, dependable care teams and the ability to collaborate with the Council and other suppliers. Social value, local employment and support for the local care market are central aims.

The contract will also deliver wider community benefits by generating social value and providing opportunities for suppliers to work collaboratively with the Council. The proposed procurement approach is a competitive flexible procedure comprised of an SQ stage to shortlist participants, followed by an ITT stage, for a contract with an initial term of three years, with options for extension. Planning Information

The Council intends to hold a provider engagement event during which officers will outline the proposed model and facilitate discussion on key design principles for the future framework. The event will take place on 17th September 2026 between 10:00 and 13:30 in the Grocer’s Wing of the Town Hall (160 Whitechapel Rd, London E1 1BJ). Providers wishing to attend should register their interest free of charge via the Proactis Procurement Portal www.londontenders.org (using project reference: DN828255) and submit via the message function attendee/s contact details with name, position, email address by 17:00 14th September 2026. We will then issue invitations to the online event to those who have provided this information. Following the market engagement event, the Council wishes to hold 1:1 sessions with a small number of providers to gather more in-depth feedback.These sessions will be held week beginning 21st September 2026 via Teams. If you wish to be invited to partake in these sessions, please provide the following via the Proactis Procurement Portal www.londontenders.org (using project reference: DN828255) by 17:00 14th September 2026: • Two case studies demonstrating your ability to deliver the required services. • An indication of which Tier of service you wish to feedback on (Prime Area Provider, Secondary Provider, or Specialist Provider). • Evidence of your ability to deliver the required number of hours for your chosen Tier. • A two A4 page covering letter setting out how you will meet the requirements set out in 1.3.2.
