Notice Description
The requirement comprises the charter of vessels with crew and the provision of associated marine services in support of British Forces South Atlantic Islands (BFSAI). The services include vessel movements, tug duties, harbour and coastal support, support to Single Point Mooring (SPM) operations and maintenance, fuelling and bunkering activities, cargo and personnel movements, towing, mooring maintenance, diving support and other associated marine support activities. The proposed contract is for a fixed period of 12 months from 1 October 2026 to 30 September 2027 and has an estimated value of PS4.92 million. The contract will maintain continuity of essential marine services whilst the Authority progresses a competitive procurement for the future requirement.
Procurement Information
The Authority, the Ministry of Defence ("MOD") intends to extend the contract for 12 months with a value of PS4,927,500 to Van Wijngaarden Marine Services B.V. ("the Supplier") for the provision of Falkland Islands Marine Services ("FIMS"). The provision of this contract is to support fuel transfer operations, maintenance of mooring infrastructure and wider maritime support activities within the Falkland Islands. These services are critical to supporting defence outputs and maintaining operational capability in the region. It is considered that the direct award to the Supplier is permitted under Section 41 of the Procurement Act 2023 relying on the direct award justification set out in paragraph 20 of Schedule 5. The Authority considers that the conditions of this provision are satisfied as the direct award is necessary to maintain the operational capability, effectiveness, readiness, safety and security of the Armed Forces. The current contract for this provision was placed in October 2021 and is due to expire in September 2026. The Authority intends to commence a competitive procurement for a long-term replacement requirement in Q1 2027. To avoid a gap in service continuity whilst the Authority carries out a procurement process for the replacement requirement, an interim contract is required to ensure service continuity and the uninterrupted provision of essential marine services.
