Summary of the contracting process

Ashfield District Council is procuring works to restore a fire-damaged three-bedroom council home on Arthur Green Avenue in Kirkby in Ashfield. The requirement covers complete strip-out, building repairs, reinstatement and refurbishment so the property can return to a safe, lettable and fully operational condition. The works include associated mechanical, electrical, finishing and statutory compliance activities, together with labour, materials, plant, access equipment, testing, certification, waste disposal, protection, temporary works, supervision and attendance. Nottinghamshire County Council is providing procurement services for Ashfield District Council. The procurement is for building and refurbishment works in Nottinghamshire, including demolition and site clearance, construction, building installation and finishing activities.

The procurement has reached tender: the councils invited offers through a below-threshold open competition. Enquiries had to be submitted by 22 September 2026 at 5:00pm, and offers had to be submitted by 2 October 2026 at 12:00 noon. The planned contract period is 2 November 2026 to 29 January 2027. The estimated value is £60,000 excluding VAT and £72,000 including VAT. One contractor is sought for the full requirement. Price accounts for 75% of the evaluation and quality for 25%. Electronic submission is allowed. Participation is reserved for suppliers from Nottinghamshire, and the opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits a Nottinghamshire building contractor able to take responsibility for a complete residential fire-damage restoration, rather than a single specialist trade package. Bidders need the capacity to coordinate strip-out, structural or general building repairs, mechanical and electrical installation, finishing, testing, certification, statutory compliance, waste removal, temporary works, access equipment and site supervision. The contractor must provide all labour, materials, plant, protection and attendance needed to deliver a safe, operational and lettable council property. It is suitable for smaller firms and voluntary, community or social enterprises, provided they can manage the full scope. The council also expects local recruitment, training, skills development and local supply-chain involvement, creating scope for businesses with established Nottinghamshire networks.
