Summary of the contracting process

Transport UK East Midlands Limited is seeking a specialist supplier for the HVAC overhaul element of its Class 170 C6 heavy maintenance programme. The work covers six three-car units, comprising 18 vehicles, and involves restoring HVAC equipment to an as-new performance standard, improving reliability, resolving obsolescence issues and extending operational life. The requirement is for railway equipment repair, maintenance and associated services. Delivery is in the East Midlands. The work supports the asset strategy of Transport UK East Midlands Limited and Beacon Rail, so suppliers should be able to work within the requirements of a rail fleet heavy-maintenance programme. The procurement is categorised as a service and is subject to the utilities regime.

The procurement has reached tender: the buyer invited offers through an open procedure. Enquiries had to be submitted by 18 September 2026 at 11:00, and tender submissions were due by 2 October 2026 at 11:00. The evaluation decision was scheduled by 25 November 2026. The contract period is 26 November to 31 December 2026, with an extension available until 31 March 2027 to complete the works. The estimated value is £670,000 excluding VAT, or £804,000 including VAT. There is one lot, with electronic submissions allowed in English. The award will be based on quality at 60% and price at 40%. Additional purchases may include Class 170 HVAC spare parts and related maintenance tasks.

This opportunity suits rail engineering and rolling-stock maintenance suppliers with proven capability in HVAC overhaul, fault rectification, component replacement and planned examination support. Technical competence is needed to restore train HVAC systems to as-new performance, improve reliability, address obsolete equipment and support seasonal readiness across a sizeable Class 170 fleet. Suppliers should have the capacity to handle six three-car units, or 18 vehicles, within the required maintenance programme and to respond to additional parts and arising maintenance work linked to fleet condition and operational needs. The requirement is identified as suitable for small and medium-sized enterprises, making it relevant to specialist rail maintenance firms as well as larger contractors. Experience of heavy maintenance programmes and rail asset strategies would be directly relevant.
