Summary of the contracting process

DAERA Forest Service is procuring forestry and land-management services across Forest Service sites in Northern Ireland. The work covers scrub clearance, re-spacing commercial forest crops and clearing invasive plant species affecting previously planted or protected sites, commercial forests, woodlands and other protected areas. The procurement is divided into three regional lots: Antrim/Derry, Tyrone/Fermanagh, and Armagh/Down. Suppliers can bid for and be awarded any number of lots. The arrangement is a framework for allocating work packages to appointed suppliers, rather than a single site-specific project. CPV classifications cover forestry services, afforestation services and weed-clearance services. Construction and Procurement Delivery – Supplies and Services Division is managing the procurement for DAERA Forest Service.

The process has reached tender: the buyer invited offers through an open procedure. It will establish a closed framework, appointing up to six suppliers per lot, ranked by the Most Advantageous Tender; call-offs are normally offered to the highest-ranked available supplier. Enquiries had to be submitted by 29 September 2026 at 15:00, and tenders had to be submitted electronically through eTendersNI by 7 October 2026 at 15:00; paper submissions are rejected. The award decision was scheduled by 30 October 2026. The contract period is 1 November 2026 to 31 October 2028, with one extension of up to two years. Estimated values are £350,000 net (£420,000 gross) for Lot 1, £800,000 net (£960,000 gross) for Lot 2, and £350,000 net (£420,000 gross) for Lot 3. Evaluation is 90% total cost and 10% contract management, with mandatory pass/fail health and safety and sustainability requirements.

This opportunity suits forestry contractors, vegetation-management businesses and environmental land-management providers able to operate in Northern Ireland and cover one or more of the three regions. Relevant capability includes practical scrub clearance, re-spacing of regenerating conifers and broadleaved trees, and invasive-plant clearance on commercial or protected sites. Applicants need to demonstrate company experience, a health and safety policy statement, Forestry First Aid plus F, relevant training qualifications and the ability to undertake site inspections. Suppliers must also show effective contract management and meet the mandatory health and safety and sustainability requirements. The framework offers a route to recurring call-off work, with capacity important because a higher-ranked supplier may be bypassed where it has a conflict of interest or cannot meet the required timeframe and operational constraints.
