Summary of the contracting process

Barking, Havering and Redbridge University Hospitals NHS Trust procured outsourced general neurology services for patients triaged as suitable for external clinics. The service covers an end-to-end pathway from outpatient assessment through diagnosis, treatment, clinically required follow-up and discharge to the referring clinician or GP. The provider is expected to deliver the relevant diagnostics, except DaT scans, manage patient information and clinical records securely, and send prompt discharge summaries covering diagnosis, investigations, treatment and ongoing recommendations. The requirement is intended to treat approximately 700 patients and reduce waiting lists while improving access to care. Longer-term conditions such as epilepsy, multiple sclerosis and Parkinson’s are to be referred back to GPs, with expedited re-referral to the Trust where needed. Delivery is for patients served by the Trust in Barking, Havering and Redbridge.

The procurement has reached the award stage, with Gutcare.org Ltd (Medcare World) selected as supplier for the single lot. The award date is 1 September 2026. The contract is valued at £462,000 gross in GBP and is scheduled to run from 18 September 2026 to 31 March 2027, with signature due by 18 September 2026. It used a Provider Selection Regime Direct Award Process C rather than an open competition. The Trust justified the route by citing the supplier’s incumbent status, high service standard, integration into the existing patient pathway, value for money, local accessibility and the disruption that changing provider would cause. The award is subject to a standstill period ending at 23:59 on 17 September 2026, during which providers may make representations.

This outcome indicates demand for outsourced hospital neurology capacity from an NHS trust seeking to clear waiting lists and maintain local patient access. A credible future competitor would need to provide general neurology clinics at sufficient scale, including assessment, treatment, follow-up and safe discharge across the full patient pathway. Relevant capability includes arranging and delivering diagnostic investigations, managing exceptions such as DaT scans, and making clinically appropriate decisions about GP discharge and expedited re-referral. Providers would also need robust information governance, secure clinical-record handling and reliable correspondence to referring clinicians. Experience integrating with an NHS pathway, demonstrating value for money and maintaining continuity of patient care would be particularly important, as would the capacity to mobilise locally without disrupting treatment.
