Summary of the contracting process

The Mayor’s Office for Policing and Crime (MOPAC) intends to commission specialist support for victims and survivors of technology-facilitated violence against women and girls (VAWG) across London. The service will provide support tailored to different risk profiles and life stages, alongside advice, consultation, practice resources, workforce development and guidance for professionals, trusted adults and families. It will help London respond to changing technology and forms of abuse, and support evaluation and evidence generation to improve policy and practice. This is a health and social work service. Delivery is pan-London and must cover all key programme elements through a consortium led by one provider, combining VAWG expertise with specialist technology capability.

This procurement is at the planning stage and sets out an intention to procure; it is not an invitation to tender. The planned arrangement is a single lot under the light-touch services regime. MOPAC expects market engagement sessions at the end of September or in early October 2026, with one in-person session recommended for networking and partnership building. Earlier sessions with VAWG specialists and practitioners are intended to test the service model, with the slides shared with potential bidders. MOPAC’s expected date for the next notice is 9 November 2026. The anticipated contract would run from 1 March 2027 to 31 March 2030, with a possible one-year extension to 31 March 2031. The potential value is £8,000,000 excluding VAT, comprising £6,000,000 initially and £2,000,000 for the extension.

The work is likely to suit a consortium or partnership able to combine specialist VAWG support with strong technology expertise. The lead provider will need to coordinate delivery across London, provide every key programme element and mobilise quickly. Relevant capability includes supporting victims and survivors of technology-facilitated abuse, understanding varied risks across life stages, advising professionals and families, developing practice and workforce resources, and evaluating services to generate evidence. The consortium will need a robust safeguarding framework and the ability to keep its approach current as technology and abuse patterns change. MOPAC also expects providers to be anti-racist and anti-discriminatory, employ staff on the London Living Wage and demonstrate capacity for pan-London delivery. The planned market engagement is an opportunity to build partnerships and shape the service model before competition.

This service will be required to: Provide specialist support for victims and survivors of tech-facilitated VAWG (TFVAWG) that is unavailable elsewhere. Support must reflect the different risk profiles at different life stages. Assist professionals, trusted adults and families to respond effectively to TFVAWG, such as through advice and consultation, practice resources, workforce development and specialist guidance Ensure London's response keeps pace with rapidly evolving technology and forms of TFVAWG. Drive continuous improvement in London's response to TFVAWG through evaluation and evidence generation to turn insight into better policy and practice. The service must be delivered via a consortium. The consortium must: Have one lead provider. Have a VAWG specialist element which spans all forms of VAWG including TFVAWG. Have specialist tech expertise. Be able to deliver all key programme elements. Be able to mobilise quickly within given timeframes. Have a robust safeguarding framework. Be anti-racist and anti-discriminatory. Be a London living wage employer. Be able to work pan-London. The initial contract term is 3 years with a potential contract value of PS6,000,000 plus a potential one year extension with a value of PS2,000,000. This would total 4 years (2027-2031) at PS8,000,000 ex VAT.

Planning Information

There will be a minimum of two market engagement sessions (one in-person and one online) which will take place at the end of September or early October. It's recommended to attend the 'in person' event which will include time for networking and building partnerships. Registration for these events will be via Eventbrite and the link to register will be circulated widely in advance closing 3 days prior to the event. In early September, MOPAC is holding two engagement sessions with VAWG sector specialists and practitioners to test the current model design to ensure it’s reflective of the needs of victim/survivors and professionals in London. The slides from the sessions will be shared with all potential bidders for full transparency.
