Summary of the contracting process

NHS Norfolk and Suffolk Integrated Care Board is commissioning the University of Suffolk Dental and Student Education Service. This is a primary care dental service under a Personal Dental Services agreement, combined with an education role at the University of Suffolk’s James Hehir Building in Ipswich. The provider will deliver dental care, host student placements and supervise undergraduates studying on the University of Suffolk BSc Dental Hygiene and Therapy course. The work is classified as dental practice and related services and is a service contract. Delivery and teaching activity will take place at the university building in Ipswich, Suffolk. The requirement brings together NHS dental provision and supervised clinical education within the university’s dental practice setting.

The procurement reached tender: the buyer invited offers through an open procedure, with bids submitted electronically in English. The submission deadline set by the buyer is 12:00 noon on 23 October 2026. Bid opening and the award period start at 13:00 on 23 October 2026. The contract is due to run from 1 June 2027 to 31 May 2037, with bids required to remain valid for 180 days. Its estimated value is £16,294,390. The single requirement covers the dental and student education service. The contract will commission 32,400 Units of Dental Activity per year at £36.40 per unit, and each student placement attracts £10,229 per year. The notice does not permit variant bids.

This opportunity suits an established dental provider able to deliver NHS primary care dentistry while operating as a teaching practice. The successful provider must have the clinical capability and operational capacity to deliver 32,400 Units of Dental Activity each year and to host around 44 University of Suffolk students in the practice at any one time. It must also be able to provide structured supervision for undergraduates on the BSc Dental Hygiene and Therapy course, integrating placement activity with routine patient care. Relevant experience in primary care dental services, student placement management, clinical education and supervision would be directly applicable. The requirement is suited to organisations with a sufficiently staffed, equipped and managed practice in Ipswich to support both patient treatment and ongoing undergraduate training.
