Summary of the contracting process

Durham County Council is procuring manned security guard services for four council depot sites: Chilton Depot, Hackworth Depot, Meadowfield Depot and Morrison Busty Depot. The work covers security provision across these locations, with service requirements and working hours varying between sites and potentially changing during the contract. The appointed security provider will need to provide appropriate cover at each depot as required, including adapting to changes in operational needs, staffing levels, locations and the nature of the services. This is a security services contract for work delivered at council depots in County Durham, rather than a supply-only opportunity. The requirement is suitable for businesses providing staffed guarding and associated site security services.

The procurement reached tender: Durham County Council invited offers through an open procedure. It is a single-lot services contract with an estimated value of £1,000,000 excluding VAT and £1,200,000 including VAT. Enquiries had to be submitted by 5 October 2026 at 12:00, and tenders by 9 October 2026 at 10:00. The planned award decision date was 23 October 2026. The contract period is 1 February 2027 to 31 January 2029, with an option for one 24-month renewal, potentially extending the term to 31 January 2031. Evaluation is based on price at 40%, undertaking of services at 25%, contract management at 25% and social value at 10%.

This opportunity suits an established security contractor with the operational capacity to staff four depot locations and adjust cover as requirements change. Bidders must be part of the Security Industry Authority Approved Contractor Scheme and approved for both Security Guard and Public Space Surveillance (CCTV) licensable activities. The council will check the bidder against the SIA approved list, and subcontracting cannot be used to meet this approval requirement. Suppliers should therefore have compliant in-house capability, suitable management arrangements and the flexibility to accommodate changing hours, staffing levels, locations and service needs. The procurement is identified as suitable for small and medium-sized enterprises, while the quality assessment rewards robust service delivery, contract management and social value.
