Summary of the contracting process

Derbyshire Dales District Council appointed a development and management agent for its council housebuilding programme. This award shows demand for an integrated provider able to support a council’s affordable housing programme from development through to day-to-day housing management. A credible competitor would need experience managing a public or affordable housing portfolio, with established tenant management arrangements, operational systems, compliance records, financial reporting and property management processes. The buyer also valued continuity across development and management services, clear performance reporting, reliable rental income administration and the ability to manage housing delivered through acquisitions, Section 106 opportunities, Local Authority Housing Fund schemes and land-led developments. Suppliers should therefore be able to coordinate multiple delivery routes, absorb growth in the managed portfolio and provide robust reporting and governance. Housing associations and specialist development and housing management agents with established systems and capacity are the closest market comparators.
