Summary of the contracting process

The Department for Energy Security & Net Zero is procuring gas-related data services to support the design and delivery of targeted assistance for domestic gas consumers and other energy policy schemes. The requirement covers gas usage data for all domestic properties, supplied as a standardised data service. The service supports DESNZ policy development and implementation rather than physical gas delivery or infrastructure works. Delivery covers the United Kingdom. The relevant service category is data supply services (CPV 72319000). The buyer is a central government department based in London. The requirement is a single service package covering the provision of gas data, with Xoserve Limited identified as the supplier. The data is intended to provide an authoritative view of gas usage across domestic properties for government policy purposes.

This completed procurement used a direct award. The outcome was recorded on 8 September 2026, with Xoserve Limited selected for the provision of gas data. The award value is £260,000 excluding VAT, or £312,000 including VAT. The contract period is 21 September 2026 to 21 September 2028, for a maximum duration of 24 months. The procurement has one completed lot and the award is marked pending, with signature scheduled for 21 September 2026. DESNZ justified the direct award because Xoserve is the Central Data Service Provider for Great Britain’s gas market, receiving data from gas shippers and suppliers and providing a single authoritative, standardised source. The rationale cites an exclusive-rights or intellectual-property exemption, and the service value is above the relevant threshold.

This opportunity indicates demand for authoritative, large-scale domestic gas consumption data to support central government energy policy. A credible future competitor would need lawful access to comprehensive gas-market data, the ability to receive and consolidate information from industry participants, and robust systems for producing a single standardised source for government use. Relevant strengths would include data governance, quality assurance, secure handling of sensitive usage information, data integration, and the capacity to supply coverage across the United Kingdom. Experience supporting regulated energy markets or public-sector policy programmes would help demonstrate that the supplier can provide reliable, consistent datasets for scheme design and delivery. Suppliers should also be able to explain how their data is maintained, validated and made usable for analysis at national scale.
