Summary of the contracting process

The Northern Ireland Prison Service, an Executive agency of the Department of Justice Northern Ireland, is seeking specialist furniture for use in the challenging environment of prisons. The requirement covers furniture and medical furniture, including supply and delivery, for His Majesty’s Prisons in Northern Ireland. The procurement is for goods and is being managed through the central procurement function, CPD – Supplies & Services Division. The arrangement covers one lot and is intended to support prison operations where furniture must be suitable for demanding custodial settings. Suppliers should consult the specification for the detailed product requirements, delivery arrangements and technical standards applying to the furniture.

The process has reached tender: the buyer invited offers through an open procedure, with tenders submitted electronically through the designated tender portal; paper submissions are rejected. The enquiry deadline was 30 September 2026 at 17:00, and the tender submission deadline is 9 October 2026 at 15:00. The estimated value is £500,000 excluding VAT, or £600,000 including VAT. The contract period is 9 November 2026 to 8 November 2031, with no extension options. The intended award decision date is 2 November 2026. Evaluation is based on price at 40%, contract management quality at 30% and supply-chain quality at 30%. The buyer gives no commitment to order any goods or minimum quantity.

This opportunity suits furniture manufacturers, specialist distributors and delivery partners able to provide robust furniture for custodial or otherwise challenging environments. Businesses should be capable of meeting the technical requirements in the specification and supplying both general and medical furniture where required. Strong contract-management arrangements and a reliable supply chain are commercially important because each accounts for 30% of the evaluation. Suppliers will need the operational capacity to manage deliveries and fulfil orders over a five-year arrangement, while recognising that the buyer does not guarantee a level of business. The competition may suit businesses with established production, sourcing, logistics and quality-control processes for specialist institutional furniture.
