The London Borough of Enfield is exploring a borough-wide Reablement Care Service for eligible Enfield residents who need help after hospital discharge. This is a health and social work service providing short-term, time-limited, person-centred support in residents’ own homes. The purpose is to help people regain or maintain independence, confidence, mobility and daily living skills, establish safe routines and manage everyday tasks, while reducing or avoiding the need for ongoing domiciliary care where safe. The service would cover hospital discharge pathways only and use an enabling approach focused on doing with, rather than doing for, individuals. Delivery is expected across Enfield, potentially divided into North West, South West, North East and South East areas, with one supplier for each area.

This procurement is at the planning stage and the current activity is preliminary market engagement, not an invitation to tender or a formal competition. The Council is seeking views on delivery models, available solutions and emerging good practice through an online event on 7 October 2026 and a Soft Market Test questionnaire. Completed questionnaires are requested by 12:00 noon on 14 October 2026. A future procurement is anticipated for publication in spring 2027, with 15 April 2027 shown as an indicative date. The proposed contract period is 1 July 2027 to 30 June 2033, with renewal potentially extending to 30 June 2036. The estimated value is £2.85 million excluding VAT, or £3.42 million including VAT. The future service may be split into four geographical lots.

The engagement will suit care providers with experience of short-term reablement after hospital discharge, home-based adult social care and outcome-focused support. Relevant organisations should be able to work with people in their own homes, assess and manage risks, promote independence and wellbeing, rebuild practical skills, support mobility and confidence, and coordinate safe routines and everyday activities. Providers will need a workforce capable of delivering person-centred care across a borough-wide service and of helping residents avoid unnecessary progression to ongoing domiciliary care. The Council is particularly seeking practical insight into service delivery models, solutions and emerging best practice, so established providers, voluntary, community and social enterprises, and small and medium-sized businesses may be well placed to contribute and prepare.

The Reablement Care Service shall provide short-term, outcome-focused support to eligible Enfield residents who require assistance to regain, maintain or improve their independence following discharge from hospital. The externally commissioned support will focus on hospital discharge pathways only and will be underpinned by a strong reablement approach. The service will provide time-limited, person-centred support in residents' own homes, with the primary aim of enabling individuals to regain confidence, relearn or restore daily living skills, and continue to live as independently as possible within their own home. Suppliers will be expected to take an enabling, outcome-focused approach, doing with rather than doing for individuals wherever appropriate. Support should help people rebuild practical skills, establish safe routines, improve mobility and confidence, manage everyday tasks, and reduce or avoid the need for ongoing domiciliary care wherever this can be achieved safely. The Council is seeking market insight on the service delivery models, solutions and areas of emerging best practice that could support the Council's current requirements and inform improvements to future service delivery. Information provided through this exercise will be used for information-gathering purposes only. It may help the Council understand solutions that are available in the market and may inform and shape any future requirements, reflecting common approaches across the marketplace where appropriate. As outlined above, the intention of the Service is to ensure the provision of high-quality, accessible support for eligible residents requiring reablement support following hospital discharge, promoting independence, safety and wellbeing Due to the need for a borough-wide service, the Council is currently considering dividing the future service into four (4) Lots, potentially split by four geographical areas: North West, South West, North East and South East of the borough (please refer to the Indicative Service Specification, Appendix 2 and the accompanying Introduction plus Appendix 2.A and Appendix 2.B for further information). Under this model, it is envisaged that four (4) Suppliers would deliver the Council's next generation Reablement Care Service within a defined geographical area. The Council would welcome organisations' views and feedback on this potential service delivery model through the SMT Questionnaire. An indicative Service Specification, Appendix 2, and its accompanying documents (Introduction, Appendix 2.A and Appendix 2.B) are provided as part of the Preliminary Market Engagement documentation. Planning Information

The London Borough of Enfield (‘the Council) is undertaking a preliminary market engagement to gather market intelligence and obtain views regarding the provision of a future Reablement Care Service in the borough. As part of this preliminary market engagement, the Council invites interested organisations to engage by attending an online event on 7 October 2026 and by completing the Council’s Soft Market Test (SMT) Questionnaire. The SMT Questionnaire, Appendix 1, of the Preliminary Market Engagement documentation should be submitted by 12:00 noon on 14 October 2026. Please note, completed SMT Questionnaires are to be submitted via the messaging page of the Council’s procurement portal, Atamis, URL/link: https://londonboroughofenfield.my.site.com/s/Welcome The purpose of this preliminary market engagement is to help inform the Council’s options and further decision-making where appropriate. For the avoidance of doubt, this notice is, therefore, intended as an awareness-raising and information-gathering exercise only and is not a call for competition, nor is this a pre-qualification process, and is not the start of a formal procurement process. Participation or non-participation in this preliminary market engagement shall not prevent any potential supplier from participating in, nor shall it place any potential supplier at an advantage in any future procurement opportunity. It is anticipated that any future procurement opportunity following the Council’s preliminary market engagement phases could be published during Spring 2027. However, this timeframe is indicative only, and the Council reserves the right to reschedule any forthcoming publication at any time. Suppliers should also be aware that, following the introduction of the new Procurement Act 2023, the Government have introduced a new Central Digital Platform, which is where contract opportunities are advertised via the new Find a Tender Service.
