Summary of the contracting process

Scottish Enterprise is seeking a commercial property adviser for strategic acquisition advice on a large brownfield industrial site in Grangemouth. The work covers real estate consultancy, including non-residential property services and land management advice, to support a potential acquisition and the associated commercial property decisions. The procurement is for services and is centred on Grangemouth, with Scottish Enterprise as the buying organisation. The requirement is relevant to firms advising on industrial land, brownfield redevelopment, property acquisition, valuation, land management or related commercial property transactions. The successful adviser will support Scottish Enterprise rather than deliver construction or remediation works, so businesses whose role is primarily construction, engineering or physical site operations may find the scope less relevant.

The procurement has reached tender: Scottish Enterprise invited offers through an open procedure, with electronic submission. Bids must be submitted by 19 October 2026 at 11:00 BST; bids are opened and the award period begins at that time. The estimated contract value is £200,000. The contract is stated as lasting 1,080 days, with an anticipated initial 12-month term and options for Scottish Enterprise to extend it by two further 12-month periods. Bids must remain valid for 90 days, and variants are not permitted. The requirement is a single lot. Responses must be in English, electronic ordering and electronic payment will be used, and electronic invoicing is permitted. Participation may be excluded under Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

This opportunity suits established commercial property consultancies with experience of advising on strategic acquisitions of industrial or brownfield land. Relevant capability includes commercial property advice, acquisition strategy, land and property appraisal, due diligence, negotiation support and land management. The buyer requires bidders to provide the names and professional qualifications of staff assigned to the work, so suppliers should have a suitably qualified and identifiable project team rather than relying only on general corporate credentials. Bidders must also complete and return the required Climate Change Plan template, making demonstrated understanding of climate responsibilities relevant to participation. The work is substantial enough for firms able to support a public-sector client through a strategic property acquisition, while specialist property advisers may be well placed to compete.
