Summary of the contracting process

Cornwall Council is exploring a countywide service providing emergency accommodation and support for people who are rough sleeping or at immediate risk of rough sleeping. The intended purpose is to help people move off the streets through a route combining suitable accommodation with practical support. This is a social care and accommodation service, covering social work services with accommodation and wider health and social work support. Delivery will take place across Cornwall. The Council is seeking to understand what accommodation is available, which service delivery models could work, how providers would staff and mobilise the service, and the capacity of the market to respond to urgent need. The service is funded through the Government’s Rough Sleeping Programme.

This procurement is at the planning and preliminary market engagement stage; it is not an invitation to tender or a commitment to procure. The Council expects a further notice on 20 October 2026. It anticipates a single lot, with a service period from 1 November 2026 to 31 March 2027. The estimated value is £963,000 excluding VAT, or £1,155,600 including VAT. The service is treated as a light-touch social service procurement and is above the relevant threshold. Market feedback is requested to inform the business case, service design and any later commissioning approach. Responses to the engagement are requested by 17:00 on 22 September 2026, and participation is voluntary and will not advantage suppliers in any subsequent process.

This will suit organisations able to provide or secure emergency accommodation and deliver support to people sleeping rough or at immediate risk of homelessness. Providers with experience in housing-related support, social care, homelessness services, safeguarding and working with people facing complex needs are likely to be well placed. The Council is specifically testing the availability of accommodation, practical delivery models, staffing approaches, mobilisation timescales and market capacity, so suppliers should be ready to explain their operating model, workforce and ability to scale across Cornwall. The engagement is also seeking indicative costs and evidence of what can be delivered urgently. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, including partnership or consortium models.
