Summary of the contracting process

Swindon Borough Council is procuring works to install a generator and critical power system at the Plus One building in Civic Campus, Swindon. The system is intended to protect the building’s control room and main computer room, providing emergency power resilience. The requirement covers the supply and installation of a generator, associated electrical installation and emergency power system works. This is a single works requirement, with the installation services forming part of the overall project. It will suit electrical contractors, generator specialists and critical-power providers able to deliver a complete installation at a civic or operational public-sector site. The council is the buying organisation and expects the works to be delivered at its Civic Campus in Swindon.

The procurement has reached tender: Swindon Borough Council invited offers through a below-threshold open competition. It is one lot. Questions had to be submitted through the ProContract messaging system by 22 September 2026 at 14:00 UK local time, and completed RFQ responses had to be submitted electronically through the same portal by 29 September 2026 at 14:00 UK local time. The contract is scheduled to run from 16 November 2026 to 8 January 2027, an initial period of two months. The estimated value is £130,000 excluding VAT, or £156,000 including VAT. Offers will be assessed equally on price and quality: 50% price and 50% quality, covering full critical-power installation, future expansion, permit-to-work procedures and social value.

This opportunity suits a contractor with proven capability in generator installation, electrical works and emergency or critical-power systems. The successful supplier will need to deliver a complete critical-power installation, rather than supplying equipment alone, and should be able to protect sensitive operational rooms in a civic building. Relevant experience in coordinating installation works, testing and commissioning generator systems, and managing work safely through permit-to-work procedures will be important. The evaluation also considers provision for future expansion, so suppliers able to design or install a system that can accommodate later requirements may be well placed. The requirement is suitable for established generator and electrical engineering businesses, including firms able to combine specialist equipment expertise with site delivery and documented working procedures.
