Summary of the contracting process

The Environment Agency procured a nuclear graduate development and sponsorship service. The programme is established by the Nuclear Decommissioning Authority and supports graduates who are expected to become Environment Agency employees after sponsorship, subject to the Agency’s recruitment requirements. The appointed provider advertises and recruits graduates, completes security clearance to Security Check level, employs the graduates during the sponsorship period and manages national insurance and pension contributions. It also provides residential training, including an eight-week programme and additional training days, a bespoke training budget, learning appraisal and support, and mentor training and support. This is a staff development service for organisations able to manage graduate recruitment, employment, training and transition into public-sector roles.

The procurement is complete and was awarded through a direct award because the buyer identified only one supplier for the service. Energus Limited was selected as supplier, with the contract signed on 1 September 2026. The active contract runs from 1 September 2026 to 30 September 2028. Its value is £450,000 excluding VAT and £540,000 including VAT. There was one lot, covering the full nuclear graduate service. The procurement was above the relevant threshold and the service was evaluated on the basis that only one supplier could provide the required work. The contract is active, while the associated award record is also shown as active. The requirement was classified as staff development services.

This requirement indicates demand for a specialist provider able to run the full employment and development pathway for nuclear-sector graduates, rather than simply supply training. A credible competitor would need to recruit graduates, manage their employment and payroll-related obligations, arrange Security Check-level clearance, and support secondments into a public authority. It would also need practical capacity to deliver residential training over an extended programme, maintain a bespoke training budget, carry out learning appraisal, and train and support mentors. Experience coordinating graduate schemes, handling sensitive clearance processes and moving sponsored participants into permanent public-sector employment would strengthen a future offer. The buyer’s requirement also suits organisations able to manage delivery across recruitment, training and workforce transition.
