Summary of the contracting process

London Underground Limited, with Transport for London acting as procuring entity, required railway gearbox assemblies for the 09TS Victoria Line fleet. The goods support the Heavy Overhaul Program Lift project and are part of the train propulsion system, transferring and adjusting power and speed between electric motors and wheels. The assemblies enable trains to generate higher torque when starting and to maintain speed efficiently on straight track. This is a railway rolling-stock parts requirement, classified under CPV 34600000. Delivery is for the United Kingdom. The requirement is goods only and concerns a single defined supply package for London Underground’s Victoria Line fleet, rather than a wider maintenance or operating service.

The procurement is complete and was made by direct award under the utilities regime. Voith Turbo Limited was selected as supplier for the single package. The award was recorded on 9 September 2026, with a net value of £435,761 and a gross value of £522,913, both in GBP. The contract period runs from 11 September 2026 to 11 December 2028, with signature scheduled for 11 September 2026. London Underground justified the direct award on the basis that Voith is the original equipment manufacturer and sole holder of the intellectual property and exclusive rights needed to supply and maintain the solution. Those rights were said to prevent lawful or technically viable alternatives, relying on Procurement Act 2023 Schedule 5, paragraph 5 single-supplier grounds.

This award indicates demand for specialist railway propulsion components supporting London Underground’s Victoria Line overhaul programme. A credible future competitor would need the engineering capability to design, manufacture, supply and support gearbox assemblies for a defined train fleet, with a strong understanding of the interface between electric traction motors, gearing and wheel drive systems. Evidence of compatibility with existing rolling stock, dependable production capacity, quality control and railway-sector delivery experience would be important. The procurement also shows that intellectual property, original-equipment status and exclusive technical rights can determine whether a supplier is legally and technically able to provide the required solution. Businesses without the relevant design authority, rights or proven fleet-specific support capability would be poorly placed for this requirement.

Notice Title

09TS Victoria Line Supply of Gearbox Assembly

Notice Description

This is a goods only requirement estimated to be circa PS435k for the supply of Gearbox Assemblies to support the 09TS Victoria Line Fleet Heavy Overhaul Program Lift (HOPL) project. They use a system of gears to adjust the power and speed between the trains electric motors and its wheels. They allow the train to change gears to multiply torque for a strong start from a standstill or to maintain a high speed efficiently on a straight track.

Procurement Information

Voith are the Original Equipment Manufacturer (OEM) who is the sole holder of the intellectual property rights (IPR) and exclusive rights necessary for the supply and maintenance . These rights prevent any other supplier from legally or technically providing the required solution. No reasonable alternative or substitute exists that would meet the specification without infringing on these rights. Therefore, a direct award to Voith is justified under the Procurement Act 2023, specifically Schedule 5, Paragraph 5 - Single Supplier Grounds.
