Summary of the contracting process

NHS South East London Integrated Care Board is procuring Positive Behaviour Support services for children and young people with a learning disability and/or autism. The service is for individuals on a Dynamic Support Register who have been identified as being at risk of placement breakdown or admission to a mental health inpatient unit. This is a health service requirement, to be delivered in London. The work is focused on preventing placement disruption and inpatient admission through specialist behavioural support. The buying organisation is NHS South East London Integrated Care Board, based in London. The requirement is classified as health services (CPV 85100000) and is structured as a single service requirement rather than separate service areas.

The procurement has reached the award stage, with Positive Support Group selected as supplier. The associated contract is recorded as active and was signed on 8 September 2026, for £1,821,876. The process used a limited award procedure without prior publication of a competition, under the Provider Selection Regime for healthcare services rather than the Procurement Act 2023. The stated rationale is that an existing contract is expiring, the replacement arrangements are not materially different, and the existing provider is considered to have performed sufficiently and likely to continue doing so. The evaluation basis comprised value for money at 30%, quality and innovation at 20%, integration, collaboration and service sustainability at 20%, improving access and reducing health inequalities at 20%, and social value at 10%. Representations were due by 22 September 2026.

This procurement indicates continuing demand from NHS South East London for specialist Positive Behaviour Support for children and young people with learning disabilities and/or autism, particularly where there is a serious risk of placement breakdown or mental health inpatient admission. A credible future supplier would need to demonstrate practical expertise in positive behavioural support, working with children and young people, autism and learning disability services, and complex cases on a Dynamic Support Register. The assessment also shows that buyers will look for evidence of service quality and innovation, effective integration and collaboration with other services, sustainable delivery, improved access, reduced health inequalities, patient choice, and measurable social value. Strong value-for-money evidence will be important, alongside the capacity to deliver a consistent service across London and to support placements safely.
