Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned a GP locally commissioned services contract for Barnsley Road Surgery in Sheffield. The requirement is for general practitioner services that enhance and operate alongside the provider’s existing GP Framework contract, rather than as a standalone service. The services are delivered by a group of existing GP providers and are intended to support local primary care provision. The buyer is the NHS South Yorkshire Integrated Care Board, based in Sheffield. The appointed provider, Barnsley Road Surgery, is also based in Sheffield and is recorded as a small or medium-sized enterprise. The requirement therefore suits GP practices and primary care providers able to deliver locally commissioned services alongside an established GP Framework arrangement.

The procurement has reached completion: the contract was awarded to Barnsley Road Surgery under direct award procedure A of the Provider Selection Regime for healthcare services, without prior publication of a competition notice. The award decision was made by the Portfolio Lead – Transformation & Delivery (Contracting), with no conflicts of interest identified. The contract period is 1 April 2026 to 31 March 2027, and the contract was signed on 1 April 2026. Its recorded contract value is £1 in GBP, but the service description states that payment is activity-based using local prices and that the overall value is unknown. Evaluation was based entirely on quality, weighted at 100%; cost carried no weighting. One bid was recorded. The contract is active.

This award indicates continuing demand for GP locally commissioned services from NHS South Yorkshire Integrated Care Board and shows the delivery model the buyer accepts. A credible future competitor would need to be an established GP provider, or a group of GP providers, with the capability to hold and perform a GP Framework contract and deliver locally commissioned services as an integrated enhancement to it. The requirement depends on interdependency between the framework and the locally commissioned service, so standalone provision would not match the stated model. Providers should be able to demonstrate high-quality clinical delivery, since quality was the sole evaluation basis. Operational capacity to deliver activity-based services at local prices is also relevant, as payment is linked to activity rather than a fixed overall contract value.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
