Summary of the contracting process

The Centre for Process Innovation Limited is procuring a single-supplier framework for the ongoing supply of bulk industrial gases, tank rental, maintenance and associated equipment. The immediate requirement supports CPI’s sites in Sedgefield, County Durham, including cryogenic storage for samples and liquid nitrogen replenishment for a Cryosystem 4000 and a 230-litre liquid nitrogen tank. Future purchases may support CPI’s existing and future sites during the framework. This is a goods requirement covering industrial gases and the infrastructure and maintenance services needed to store and dispense them safely and reliably. The buyer is a public undertaking headquartered at the Wilton Centre in Redcar.

The procurement is complete and Air Products PLC has been selected as the supplier through a direct award for technical reasons, under Section 41 and Schedule 5 of the Procurement Act 2023. The justification is that the existing bulk-gas tanks, pipework, telemetry and control equipment are owned by the incumbent and designed around its supply arrangements; replacement would be costly and disruptive. The awarded value is £2,000,000 excluding VAT (£2,400,000 including VAT). The initial contract period is 15 June 2027 to 14 June 2030, with one discretionary 12-month extension potentially running to 13 June 2031. The planned signature date is 19 October 2026. The award exceeds the applicable threshold.

This requirement indicates demand for suppliers able to deliver bulk industrial gases alongside tank rental, maintenance and associated cryogenic equipment. A credible future competitor would need dependable gas production and distribution, experience maintaining bulk storage tanks, pipework, telemetry and control systems, and the capability to support liquid nitrogen storage and dispensing for laboratory or process-innovation facilities. Technical compatibility with installed infrastructure would be central, as would safe, continuous supply and responsive maintenance across CPI sites. Suppliers would need to demonstrate the operational capacity to support a single-buyer framework serving both current and future locations, and to manage equipment, servicing and replenishment as one integrated arrangement rather than supplying gases alone.

Notice Title

Framework for the Supply of Bulk Gases and Associated Equipment

Notice Description

CPI has an immediate requirement for the ongoing supply of Bulk Gases at its sites located in Sedgefield Co Durham. CPI Site at Wilton has a Cryosystem 4000 for the cryogenic storage of samples and a 230L Liquid Nitrogen tank to fill with liquid N2 to dispense into the Cryosystem. This Tender is to establish a Single Supplier Framework for the Ongoing Supply of Bulk Gases, Tank Rentals Maintenance and Associated Equipment, however future purchases for these requirements may be taken up by any of CPI's existing and future sites throughout the duration of the Framework.

Procurement Information

The proposed direct award is justified on the basis that competition is absent for technical reasons, in accordance with Section 41 and Schedule 5 of the Procurement Act 2023. Competition is absent due to the existing bulk gas infrastructure installed and owned by the incumbent supplier. The current storage tanks, pipework, telemetry systems, and associated control equipment are specifically designed to operate with the incumbent's supply arrangements. The costs associated with replacing this infrastructure would be significant and would outweigh any potential savings that could be achieved through a competitive tender process. Changing supplier would introduce operational disruption and potential risks to continuity of supply during the transition period.
