Notice Description
Yorkshire Water intends to establish a multi-lot Planning Consultancy Framework to provide specialist planning, consenting and development services in support of its capital investment and infrastructure programmes. The framework will support the delivery of AMP8 activities, AMP9 and AMP10 readiness, Strategic Resource Options (SROs), major infrastructure projects, Yorkshire Storm Alliance programmes and North East Storm Overflow Programme (NESOP) related initiatives. The framework will provide access to planning consultancy expertise to support the development, promotion and delivery of projects requiring planning approvals, development consent and associated regulatory permissions. Services will include strategic planning advice, planning applications, stakeholder and statutory consultee engagement, environmental and planning coordination, development management, consenting strategies and related specialist support. The objective of the framework is to secure suitably qualified and experienced suppliers capable of supporting the efficient delivery of complex infrastructure and capital investment programmes, whilst managing planning and consenting risks, maintaining regulatory compliance, and facilitating timely project delivery throughout the asset and investment lifecycle.
Lot Information
SRO/DPC Projects
This lot covers the provision of planning consultancy and associated multidisciplinary consenting services to support the development, promotion and delivery of Yorkshire Water's Strategic Resource Options (SROs), Direct Procurement for Customers (DPC) schemes and other major infrastructure projects. The lot will support nationally significant and strategically important water infrastructure programmes, including, but not limited to: South Yorkshire Sources (SYS); Kielder Transfer Scheme; Chellow Water Treatment Works; Nottinghamshire Mines ; and Any future Strategic Resource Options, water resource schemes or major infrastructure projects identified during the term of the framework.
Renewal: The framework agreement will have an initial duration of four years. Yorkshire Water reserves the right to extend the term by up to three separate extension periods of two years each, resulting in a maximum potential framework term of ten years (4 + 2 + 2 + 2).
AMP8, 9 & 10 Asset DeliveryThis lot will provide planning consultancy, consenting and associated multidisciplinary development services in support of Yorkshire Water's AMP8 delivery programme, AMP9 and AMP10 planning and readiness activities, and a broad range of operational, capital and ad hoc project requirements. The lot is intended to provide a flexible mechanism for accessing specialist planning and development consultancy services across a diverse portfolio of projects throughout the framework term.
Renewal: The framework agreement will have an initial duration of four years. Yorkshire Water reserves the right to extend the term by up to three separate extension periods of two years each, resulting in a maximum potential framework term of ten years (4 + 2 + 2 + 2).
Yorkshire Storm Alliance & NESOPThis lot will provide planning consultancy, consenting and associated multidisciplinary development services in support of Yorkshire Water's Storm Alliance and North East Storm Overflow Programme (NESOP). These programmes comprise a portfolio of wastewater, environmental and infrastructure projects aimed at reducing storm overflow discharges, improving river and coastal water quality, enhancing environmental performance and supporting regulatory compliance. Services may be required at all stages of project development and delivery, including feasibility, planning strategy, stakeholder engagement, planning approvals, statutory consents, construction support and post-consent activities. The lot is intended to provide specialist planning and consenting expertise to support programme delivery across a range of infrastructure, network and environmental improvement schemes.
