Summary of the contracting process

Cambridgeshire County Council is commissioning supported accommodation and social work services for adults aged 18 to 64 with learning disabilities, autism and mental health needs who have been, or are at risk of becoming, homeless. The service is intended to help residents develop independent-living skills, move towards more independent accommodation and sustain that transition. The current model uses three properties in central Cambridge: one focused on developing independence and two supporting people to sustain it. Staff are required on site seven days a week, with support tailored to each person’s needs and experience. The provider must offer equivalent property or properties in central Cambridge. This is a public social care service for accommodation-based support, bought by Cambridgeshire County Council.

The process has reached tender: the council invited offers through an open procedure. It is a light-touch services procurement with one lot. Enquiries had to be submitted by 1 October 2026 at 23:59, and tender responses were due by 8 October 2026 at 12:00. The council’s award decision was scheduled for 23 November 2026 at 23:59. The contract is planned to run from 1 February 2027 to 31 January 2029, with an option for one 36-month extension to 31 January 2032. The estimated value is £1,295,865 excluding VAT, or £1,555,038 including VAT. Bids are assessed on quality at 70% and price at 30%. Responses are submitted electronically in English through the council’s supplier portal.

This opportunity suits providers experienced in supported accommodation and social care for adults with learning disabilities, autism, mental health needs and homelessness risk. Strong candidates will be able to secure and operate equivalent accommodation in central Cambridge, provide continuous on-site staffing seven days a week, and deliver person-centred support based on individual needs and lived experience. The service calls for practical expertise in developing independent-living skills, supporting moves into more independent accommodation and helping residents sustain those arrangements. Providers should be able to manage several properties or an equivalent accommodation model, maintain reliable staffing across the week and coordinate support for adults with complex or overlapping needs. Organisations already delivering housing-related support, specialist care or community-based independence services are likely to be well placed to compete.
