Summary of the contracting process

NHS Gloucestershire Integrated Care Board is procuring an anonymous drop-in counselling service for children and young people in Gloucestershire. The service provides face-to-face health support and is intended to improve access and reduce health inequalities among local children and young people. It falls within health services and is delivered across Gloucestershire. The requirement is for a specialist provider able to offer confidential, anonymous support in an accessible drop-in format, working safely with children and young people and meeting NHS contractual and legislative requirements. The buyer is based in Gloucester and the service is intended for the Gloucestershire population.

The procurement has reached the award stage under the Health Care Services (Provider Selection Regime) Regulations 2023. NHS Gloucestershire ICB used Direct Award C, without a prior competition, and selected the incumbent supplier, Let’s Talk Well. The award decision was dated 8 September 2026 and the contract was signed that day. The contract value is approximately £130,000 for 12 months from 1 October 2026. The proposed award was subject to a standstill period, with representations due by 21 September 2026. The provider was assessed against five equally important criteria, covering contractual and legislative compliance and the quality, safety and effectiveness of delivery. One bid was recorded.

This opportunity indicates demand for a local provider of confidential, face-to-face counselling and anonymous drop-in support for children and young people. A credible future competitor would need an established service model for reaching young people in Gloucestershire, suitably qualified counselling staff, robust safeguarding and clinical governance, and the ability to demonstrate safe, effective delivery against NHS requirements. Evidence of compliance with relevant legislation and contractual standards would be important, alongside reliable operational capacity and local knowledge. The incumbent was also recognised for fundraising that supports service delivery and for contributing to reduced health inequalities, so providers able to show strong community impact, partnership working and sustainable support for the service would be well placed.
