Summary of the contracting process

The Borough Council of Calderdale bought a mobility equipment hire service for adults aged 18 and over with mobility difficulties, subject to assessment. The service covers electric mobility scooters and wheelchairs for people accessing Halifax Town Centre, with equipment available for use in the local community across Calderdale and for short periods during holidays. The provider operates a meet-and-greet service, meeting users with equipment at a location of their choice within Halifax Town Centre, such as the bus station or a car park, and collecting it after use. This is a health and social work service, delivered in Calderdale for the council.

The procurement is complete and the contract was awarded to AGE UK Calderdale & Kirklees. The council used a direct award below the applicable threshold without competition under the light-touch regime. The contract was signed and began on 26 August 2026, runs until 31 August 2029, and has a gross value of £159,000 (£132,500 excluding VAT). The council can renew it for a period or periods of up to 24 months, with a maximum extent date of 31 August 2031. The award covers one completed lot, and the selected supplier is an active contract holder. The published outcome records no competitive evaluation process.

This procurement shows sustained local demand for accessible mobility equipment and an operational service supporting disabled and mobility-impaired adults. A credible future provider would need a dependable fleet of electric mobility scooters and wheelchairs, processes for assessing users, and the capacity to manage bookings, equipment handovers and collections. The service model also calls for reliable staff and logistics within Halifax Town Centre, including delivery to customer-selected meeting points such as transport hubs and car parks. Suppliers should be able to support use across the Calderdale community as well as short holiday hires, while maintaining safe, responsive equipment availability and a suitable community-focused service. The incumbent demonstrates that an SME and voluntary, community or social enterprise can deliver this requirement.
