Summary of the contracting process

Cambridge City Council plans to replace the Action on Energy Cambridgeshire Retrofit Framework, led on behalf of the Cambridgeshire Energy Retrofit Partnership of local authorities. The service will support fuel-poverty reduction and energy efficiency through a whole-house, fabric-first retrofit approach compliant with PAS 2035:2023. Suppliers will be expected to provide coordinated marketing and lead generation, whole-house retrofit assessments, retrofit coordination, installation and handover of energy-efficiency and renewable-energy measures, and evaluation and monitoring. The framework will serve authorities across Cambridgeshire and Peterborough. It is a services requirement covering energy-related services, building consultancy and retrofit delivery, with Cambridge City Council as the contracting authority.

This procurement is at the planning stage: the council has announced its intention to procure a replacement framework, but there is no invitation to tender yet. A Competitive Flexible Procedure is intended. Tenders are expected in October 2026, with shortlisting around December 2026 and contract award anticipated in February 2027. The planned framework is expected to appoint no more than six suppliers. It is planned as one lot, with an anticipated contract period from 31 March 2027 to 30 March 2035. The estimated value is £120 million excluding VAT, or £144 million including VAT. The buyer has arranged an online supplier engagement event for 18 September 2026 and asked interested suppliers to register by 5pm on 16 September 2026.

The work is suited to established retrofit providers able to combine community-facing marketing and lead generation with technical assessment, design, coordination and installation capacity. Strong candidates are likely to have teams capable of delivering whole-house, fabric-first programmes at scale across Cambridgeshire and Peterborough, including renewable-energy and energy-efficiency measures, customer handover, monitoring and evaluation. Experience of retrofit coordination and compliance with PAS 2035:2023 will be central to preparation. Suppliers should be able to work across multiple local authorities and manage the full customer journey from promotion through assessment, design and installation to performance monitoring. Businesses with complementary capabilities may wish to prepare partnership or consortium arrangements before the planned tender exercise.

The current contract for the ACTION ON ENERGY CAMBRIDGESHIRE RETROFIT FRAMEWORK is due to expire in May 2027. It is proposed that the Council undertakes a procurement exercise to award a replacement contract so that service delivery may continue uninterrupted at the end of the current contract. The Cambridgeshire Energy Retrofit Partnership (CERP) is a partnership of Cambridgeshire and Peterborough local authorities that has worked together for many years to support the retrofit challenge to alleviate fuel poverty and maximise energy efficiency. Operating under the brand "Action on Energy Cambridgeshire", the partnership has a track record of securing significant levels of government funding as well as engaging its communities to participate in energy efficiency schemes. Cambridge City Council as the Lead Authority will contract with no more than 6 Suppliers on behalf of itself and the other Authorities under the Partnership. Suppliers shall provide a "whole-house, fabric first" approach to retrofit delivering energy efficiency solutions in accordance with PAS 2035:2023. The framework will cover all authorities and the geographical boundaries across Cambridgeshire and Peterborough Appointments will be for suppliers that can provide marketing, design and installation team(s) who will be responsible for: promotion and lead generation activity, whole house retrofit assessments and retrofit co-ordination services, installation and handover of retrofit energy efficiency and renewable energy measures evaluation and monitoring It is intended to procure the service using a Competitive Flexible Procedure that complies with current procurement legislation. Tenders are expected to be issued in October 2026. Shortlisting is expected to take place around December 2026. Contract award is anticipated in February 2027.
