Summary of the contracting process

The Scottish Government is seeking one qualified service provider to deliver the DCAF Truth Project pilot in Scotland. This is a trauma-informed listening service for victims and survivors, enabling them to share privately what happened to them and the impact it had. The requirement covers psychological support, specialist staffing, operational delivery, analysis and reporting, mobilisation and governance, communications and engagement, and related service management. The work is classified as psychiatrist or psychologist services and falls within the services category. The appointed provider will be responsible for delivering the pilot as a single service, with electronic ordering and payment arrangements available during delivery. The service is intended to provide a safe, structured and professionally supported environment for participants sharing sensitive experiences.

The process has reached tender: the Scottish Government invited offers through an open procedure, with bids submitted electronically in English. The submission deadline is 9 October 2026 at 12:00 noon, with bid opening and the start of the award period at the same time. The estimated contract duration is 150 days, with an option to extend by up to three months. The estimated total value is £250,000. There is one lot and a single provider will be appointed. Evaluation combines quality and price: price carries 30%, while quality covers trauma-informed support (25%), specialist staffing (15%), operational delivery (15%), analysis and reporting (15%), mobilisation and governance (10%), communications and engagement (10%), Fair Work First (5%), climate emergency (2.5%) and business continuity and disaster recovery (2.5%).

This opportunity suits psychological support providers with demonstrable experience of trauma-informed work and the capacity to deliver a sensitive, survivor-focused listening service. Staff providing psychological support must either hold a British Psychological Society-accredited undergraduate degree or conversion course plus at least two years’ professional experience in a trauma-informed environment, or recognised trauma-informed training from a professional body or accredited provider plus at least five years’ relevant experience. Bidders need relevant examples from the past three years, suitable operational and governance capability, and environmental management measures. They must demonstrate a current ratio of at least 1.0 and hold or obtain professional indemnity insurance of at least £2 million, employer’s liability insurance, and public liability insurance including abuse liability of at least £5 million. Supply-chain resilience and subcontracting arrangements may also be assessed.
