Summary of the contracting process

Translink is considering a framework for quantity surveying, cost management, professional commercial, contractual and project support services. The framework would support the Infrastructure and Projects Division in delivering capital investment, maintenance, renewal and development programmes across Northern Ireland. Work could cover the full project lifecycle, from strategic planning and design development through construction, contract administration and project close-out. Potential projects span Northern Ireland Railways, Ulsterbus and Metro assets, including rail infrastructure, permanent way, stations, bus facilities, offices, depots, garages, warehouses, logistics sites, Park and Ride facilities, car parks, bridges, tunnels, roads, drainage, mechanical and electrical installations, building services, signalling, telecommunications, security, energy efficiency, decarbonisation, refurbishment, maintenance, renewal and demolition. This is a professional services requirement, classified under CPV 71324000 for quantity surveying services.

This procurement is at the planning stage and records a pre-market engagement exercise, not an invitation to tender. Translink expects to establish a framework under the utilities regime, with the procurement category being services. The buyer’s indicative plan is for suppliers to complete a preliminary market engagement questionnaire through eTendersNI by 19 October 2026. The planned framework lot is intended to run from 1 September 2027 to 31 August 2032, with renewal arrangements allowing the period to extend to 31 July 2035. Its estimated value is £5,000,000 excluding VAT, or £6,000,000 including VAT. The requirement is presented as a single lot, and the framework may be used for projects across the buyer’s transport, property and infrastructure estate.

The work will suit quantity surveying and commercial consultancy firms able to support complex infrastructure and building programmes across Northern Ireland. Relevant capability is likely to include cost planning and management, commercial advice, contract administration, project controls and professional support from strategic planning through completion. Suppliers with experience across rail, bus, stations, civil engineering, buildings, depots, roads, structures, mechanical and electrical systems, signalling, telecommunications, security or decarbonisation projects should be well placed to prepare. The broad asset range may favour businesses able to assemble multidisciplinary teams or work with specialist partners, while the full-lifecycle requirement calls for experienced personnel who can operate from design development through construction and close-out. Translink indicates that the framework should be suitable for small and medium-sized enterprises and voluntary, community or social enterprises.
