Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned GP locally commissioned services for Sothall Medical Centre in Sheffield, South Yorkshire. The work is primary care delivered through a general-practitioner service and is intended to enhance, rather than operate separately from, the GP Framework contract. The requirement covers an existing local service delivered alongside the provider’s GP activities, with interdependency between the two services being central to the arrangement. The contracting authority is NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider is Sothall Medical Centre, also in Sheffield. This is a healthcare services requirement rather than a supply of goods, construction project or standalone consultancy. Suppliers assessing comparable future demand should therefore focus on locally commissioned GP services that integrate with established primary care provision.

This procurement has been awarded and the contract is active. NHS South Yorkshire Integrated Care Board selected Sothall Medical Centre through Provider Selection Regime direct award process A, using a limited procedure without prior publication of a competition notice. The award date was 1 April 2026, and the contract runs from 1 April 2026 to 31 March 2027. The contract value is £1.00, although the service description states that payment is activity-based at local prices and that the overall value is unknown. One bid was recorded. Evaluation placed 100% on quality, specifically the absence of a realistic alternative provider, and 0% on price. The award was made under the Health Care Services (Provider Selection Regime) Regulations 2023, not the Procurement Act 2023.

For a supplier targeting this buyer’s future primary care requirements, the award indicates that credibility depends on being an established GP provider able to deliver locally commissioned services alongside a GP Framework contract. A competing organisation would need the clinical capability, governance and operational capacity to provide routine general-practitioner services while meeting the relevant local service specification. The requirement is integrated with existing GP provision, so experience of coordinating linked primary care services and maintaining continuity for patients would be important. The evaluation gives decisive weight to service quality and the availability of a realistic alternative, rather than price. Providers with an established Sheffield or South Yorkshire primary care presence, demonstrable performance in locally commissioned GP services and the organisational capacity to deliver activity-based services would be best placed to compete when this requirement returns.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
