Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned GP locally commissioned services for Southey Green Medical Centre in Sheffield, South Yorkshire. The service is intended to enhance and operate alongside the provider’s GP Framework contract rather than as a standalone service. It is an existing primary care service delivered by an existing provider, with activity-based payments using local prices. The procurement falls within healthcare services and is classified as general-practitioner services. The named buyer is NHS South Yorkshire Integrated Care Board, based in Sheffield. Delivery is centred on Southey Green Medical Centre and the associated GP service provision in Sheffield. The requirement concerns clinical primary care delivery rather than construction, equipment supply or general administrative support.

The procurement has been awarded under the Provider Selection Regime for healthcare services, using direct award process A without prior publication of a competition notice. The selected supplier is Southey Green Medical Centre. The award was made on 1 April 2026, and the contract runs from 1 April 2026 to 31 March 2027. The published contract value is £1 in GBP, while the requirement description states that the overall value is activity-based and unknown. Evaluation was based entirely on quality, with the stated criterion being that there was no realistic alternative provider; price carried no weighting. One bid was recorded. The tender is marked complete, the award is active and the contract is active. The lot itself is marked cancelled, creating a conflicting status in the published record.

This award indicates demand for GP locally commissioned services that are integrated with an existing GP Framework contract. A credible future supplier would need to be an established GP provider able to deliver the locally commissioned service alongside framework obligations, rather than offering the service independently. The buyer’s stated rationale places particular weight on interdependency between the two arrangements and on continuity with an existing provider group. Relevant capability therefore includes operational primary care delivery, the clinical governance and staffing needed for GP services, and the capacity to manage activity-based provision using local prices. Suppliers with an appropriate GP Framework position, experience delivering comparable locally commissioned services and sufficient capacity to work within the buyer’s local service specification would be best placed to compete when this requirement is next considered.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
