Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned a GP locally commissioned services contract for Wincobank Medical Centre. The requirement is a healthcare service delivered alongside the GP Framework, designed to enhance rather than operate separately from that primary care arrangement. The work is based in Sheffield, South Yorkshire, and falls within general-practitioner services. The provider delivers the locally commissioned services as part of an existing service and provider relationship. The buying organisation is the NHS South Yorkshire Integrated Care Board, whose Sheffield address is 197 Eyre Street. The selected supplier, Wincobank Medical Centre, is based in Sheffield and is recorded as a small or medium-sized enterprise. The service is therefore relevant to GP practices and primary care providers able to operate within the required GP Framework arrangement.

The procurement has been completed and the contract was awarded to Wincobank Medical Centre on 1 April 2026. It was made under the Provider Selection Regime for healthcare services, using Direct Award Process A without prior publication of a competition notice. The stated basis was that there was no realistic alternative provider; evaluation allocated 100% to quality and 0% to price. The contract runs from 1 April 2026 to 31 March 2027. Payment is activity-based using local prices, so the overall service value was described as unknown. The recorded contract value is £1 GBP, and one bid was recorded. The service is an existing arrangement and the award is active. The decision was made by the Portfolio Lead for Transformation and Delivery (Contracting).

This award shows a continuing NHS requirement for GP locally commissioned services that are integrated with, and dependent on, an existing GP Framework contract. A credible future competitor would need to be an established primary care provider with the clinical capability, governance and operational capacity to deliver GP services in Sheffield, while meeting the locally commissioned service specification. The requirement is particularly suited to GP practices or provider groups already able to hold and perform the relevant GP Framework contract, rather than organisations offering the service as a standalone product. The evaluation placed all stated weight on quality, so evidence of safe, reliable delivery, appropriate clinical capacity and effective integration with existing primary care services would be central to a competitive proposition. Wincobank Medical Centre’s selection also demonstrates that an SME-sized GP provider can satisfy this type of requirement.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
