Summary of the contracting process

National Highways Limited procured videography and professional photography services to support the Lower Thames Crossing programme and related activity on the Strategic Road Network. The appointed supplier is expected to provide end-to-end visual content production, including planning, filming, editing and delivery. The scope covers project progress, construction milestones, activity and events, executive interviews, stakeholder testimonials, community engagement, ceremonies, personnel, environmental and sustainability features, landscapes, drone footage and construction timelapse. Photography includes portraits, abstract images and coverage for media, publications, websites and social media. Work is delivered in the United Kingdom, with the programme associated with the Lower Thames Crossing. National Highways receives sole ownership and all copyright in content and visual assets produced under the requirement.

This procurement is complete and has been awarded following a below-threshold limited competition. In The Dark Productions Ltd was selected for the single lot. The award was made on 4 September 2026, and the contract was signed on the same date. The contract runs from 4 September 2026 to 30 June 2027, with a provision for one one-year extension, allowing a maximum end date of 30 June 2028. Its value is £110,000 excluding VAT and £132,000 including VAT. The contract is active. The requirement is classified as specialised photography services, although the awarded scope also includes videography and associated production work. No separate evaluation weighting is published in the procurement data.

This award indicates demand from National Highways for a specialist visual-content partner able to support major infrastructure communications from brief through to finished assets. Credible competitors would need professional videography and photography capability, including construction documentation, milestone coverage, events, interviews, stakeholder and community content, environmental subjects and corporate personnel. Useful specialist capacity includes drone videography, construction timelapse, aerial perspectives, portraiture and production for both media and social channels. Suppliers should be able to manage planning, filming, post-production, editing and delivery in agreed formats and short timescales, including rapid turnaround when communications activity requires it. Strong copyright, asset-management and rights-transfer processes are also important, since National Highways requires sole ownership of all captured and produced content.
