Summary of the contracting process

Leicester City Council is exploring preventative mental health, social inclusion and resilience-building services for young people in Leicester. The planned service is for young people aged 12 to 25 who may be at risk of, or involved with, justice services, and for care-experienced young people aged 18 to 25. Potential delivery includes group activities, workshops, practical support, life-skills development, life-journey work and emotional wellbeing support. The programme is expected to be divided into two lots: one focused on young people connected with justice services, and one focused on reducing isolation and improving confidence, resilience, independence and relationships among care-experienced young people. Delivery will be shaped with young people and informed by the Five Ways to Wellbeing framework. This is a welfare service for children and young people (CPV 85311300).

This procurement is at the planning stage and is not an invitation to tender. The council is conducting a soft market test to understand suppliers’ capabilities and the range of services available for both groups. The engagement milestone is expected by 25 September 2026, with a future notice anticipated on 26 September 2026. The planned service is a light-touch public service procurement, with the final delivery model being developed through stakeholder engagement. The estimated value is £96,000 excluding VAT, or £115,200 including VAT. The planned contract period for the structured lot is 1 April 2027 to 31 March 2028, with a possible extension to 31 March 2029. The service is intended to be divided into lots, and renewal is anticipated for the structured lot.

The planned work will suit charities, voluntary and community organisations, social enterprises and specialist providers of youth mental health, wellbeing, social inclusion or early-intervention services. Leicester City Council has identified small and medium-sized enterprises and voluntary, community and social enterprises as suitable participants. Suppliers should be prepared to work with young people in designing and delivering services, particularly those with experience of justice services, care experience, vulnerability, social isolation or poor mental health outcomes. Relevant strengths include facilitating groups and workshops, providing practical and life-skills support, building emotional resilience and positive relationships, and applying strengths-based approaches. Providers able to deliver collaborative, flexible programmes and demonstrate effective stakeholder participation are likely to be well placed when the requirement reaches the market. The council is using this engagement to understand the sector’s available service models and capabilities.

THIS IS NOT A CALL FOR COMPETITION - Public Health is exploring opportunities to commission preventative mental health and wellbeing support for young people who may be more susceptible to developing poor mental health due to a range of factors such as the experience or risk of involvement in the criminal justice system or having lived experience, experiencing higher levels of vulnerability and poorer mental health outcomes. The opportunity would be lotted, Lot 1 would explore the commissioning of a preventative mental health and wellbeing programme for young people aged 12-25 who are at risk of or involved with justice services. The delivery model is currently being developed through stakeholder engagement and participation with young people. Early scoping suggests that an effective approach to programme delivery would be through a flexible programme which comprises of group activities, workshops, and practical support. Lot 2 would explore the promotion of social inclusion and improve the emotional wellbeing of care-experienced young people aged 18-25 by reducing social isolation and loneliness and strengthening confidence, emotional resilience, independence, and positive relationships. Care-experienced young people can experience disadvantages in education, employment, physical and mental health, and access to supportive social networks. The commissioned service will provide practical, strengths-based support to help participants develop the skills, resilience and social connections needed for a healthy and fulfilling transition to adulthood. The programme will be designed and delivered in collaboration with care-experienced young people, ensuring that activities reflect their priorities, experiences, and aspirations. It will combine practical life skills, life-journey work, and emotional wellbeing support, informed by the Five Ways to Wellbeing framework. With this soft market test we aim to understand the markets capabilities and range of services offered in relation to both groups.
