Summary of the contracting process

The Ministry of Justice commissioned probation support services for a small number of young adults in the Basingstoke cohort within South Central Probation. The provision is aimed at young adults at risk of serious violence, helping them engage more effectively with Probation and other support services and reducing the likelihood of further offending. It supports the Probation Service’s approach to working with young adults, including the use of focused guidance and effective-practice recommendations. The work is delivered in Basingstoke, Hampshire, and falls within the services category, specifically probation services. The requirement is part of South Central’s wider focus on young adults, whose two largest cohorts are in Milton Keynes and Basingstoke. The buying organisation is the Ministry of Justice, a central government department.

The procurement has been awarded and the tender is complete. The Ministry of Justice used a direct award below the applicable threshold, without competition, under the light-touch regime. TURNSTYLE CIC was selected as supplier for the single lot. The contract was signed on 20 September 2025 and runs from 1 October 2025 to 31 December 2026. Its value is £20,020 gross, and the contract is active. The award is for services and is classified under CPV 75231240, probation services. The requirement was evaluated through the direct-award route rather than a competitive tender. The contracting process is therefore an example of a small, targeted probation-support commission awarded to a community-interest company serving a defined local cohort.

This procurement demonstrates demand for targeted interventions supporting young adults involved with, or at risk within, the probation system, particularly where serious violence is a concern. A credible future supplier would need to engage young adults effectively, work alongside Probation and other support services, and contribute to reducing further offending. Experience of delivering focused support to a defined local cohort would be relevant, as would the ability to embed recognised effective practice for working with young adults. The award to TURNSTYLE CIC, a voluntary, community or social enterprise, indicates that a community-focused organisation can deliver this type of provision. Suppliers should be able to coordinate with public-sector professionals, build trust with participants and provide a practical service aligned with probation objectives in the local area.

Notice Description

There is a current focus on effective working with Young Adults in South Central Probation in response to the 2022 managing young adults' framework and the HM Inspectorate of Probation Effective Practice Guide: Working with Young Adults (2024) . The Policy Framework was launched to support the commitment made in the Probation Service Target Operating Model to improve the way Probation works with Young Adults and equip staff with focused guidance to work with Young Adults in the most effective way. South-Central have accepted HMIP's recommendations and appointed a Young Adults lead to ensure recommendations for effective practice are embedded into their approach to working with Young Adults. The 2 largest cohorts of young adults within South Central are in Milton Keynes and Basingstoke. This provision will support a small number of Young Adults within the Basingstoke cohort that are at threat of serious violence with the aim of improving their engagement with Probation and other support services to reduce their likelihood of further offending.
