Summary of the contracting process

UK Research & Innovation (UKRI) is buying a scientific mooring hoist for the British Antarctic Survey’s RRS Sir David Attenborough vessel. The equipment will enable the vessel to deploy and recover scientific moorings from on board, supporting marine and Antarctic research operations. This is a specialist industrial machinery supply requirement, covering a purpose-built scientific mooring winch or hoist rather than a standard general-purpose lifting product. The procurement is categorised as goods and includes industrial machinery, hoists, and laboratory, optical and precision equipment. The equipment is intended for use with the RRS Sir David Attenborough and the British Antarctic Survey. It will suit manufacturers and specialist engineering suppliers able to design, produce and supply marine scientific lifting equipment for vessel-based operations.

The process reached tender: UKRI invited offers through an open procedure, with electronic submission allowed. Potential suppliers could send enquiries until 25 September 2026 at 23:45. The tender submission deadline was 12 October 2026 at 11:00, followed by an intended award decision by 26 October 2026 at 23:59. The procurement has one lot with an estimated value of £320,000 excluding VAT, or £400,000 including VAT. The contract is scheduled to run from 2 November 2026 to 1 November 2027, with an option for UKRI to extend it by two calendar years, to a maximum end date of 1 November 2029. Evaluation is weighted 65% technical and quality, 25% price and 10% social value.

This opportunity suits specialist hoist, winch and marine engineering businesses, including small and medium-sized enterprises. Strong candidates are likely to have the design and manufacturing capability to produce a special-purpose scientific mooring hoist, with engineering controls and construction suitable for installation and operation on a research vessel. Relevant experience may include marine lifting systems, vessel integration, deployment and recovery equipment, or machinery used in demanding scientific and offshore environments. Suppliers should be able to demonstrate technical and quality performance, as these account for most of the evaluation weighting, while also offering a competitive price and credible social value contribution. The requirement is particularly relevant to businesses with in-house engineering, fabrication, testing and project-delivery capacity.

Notice Description

UKRI is seeking to appoint a supplier for the supply of a scientific mooring hoist for the RRS Sir David Attenborough vessel at the British Antarctic Survey. The SDA supports scientific moorings, thus NERC/BAS need the ability to deploy and recover scientific mooring from on board the RRS Sir David Attenborough (SDA). To do so, a special purpose build scientific mooring winch is needed.
