Summary of the contracting process

University Hospitals of Leicester NHS Trust is planning insourced services to support the future operation of a new Urgent Treatment Centre at Leicester Royal Infirmary. The centre is part of a major investment in urgent and emergency care facilities and is intended to assess and treat patients presenting with minor illness and injury. It will work alongside existing urgent and emergency care services across Leicester, Leicestershire and Rutland. The Trust is carrying out an options appraisal and expects to publish a further notice on 4 November 2026. Interested organisations are invited to review the draft specification, comment on the proposed operating model and service requirements, and provide non-binding indicative pricing through the Atamis portal by 2 October 2026. A supplier webinar is scheduled for 22 September 2026, with attendance requests due by noon on 21 September 2026. The planned contract period is 1 October 2027 to 30 September 2030. The procurement is above the relevant threshold and is divided into one lot.

This engagement will suit providers with experience operating or supporting urgent treatment, minor illness and minor injury services in a hospital setting. Organisations able to shape a practical operating model, develop service specifications and demonstrate how an external provider could work alongside existing urgent and emergency care services should find the discussion relevant. The Trust is specifically seeking provider perspectives, comments and recommendations on its developing specification, feedback on proposed service requirements, and indicative cost information to support its options appraisal. Small and medium-sized enterprises are identified as suitable for the requirement. Suppliers should use the engagement to assess whether they can provide the clinical, operational and organisational capability needed for a new urgent treatment centre serving Leicester, Leicestershire and Rutland when it reaches the market.

University Hospitals of Leicester NHS Trust (UHL) is commencing a programme of Pre- Market Engagement in relation to the future operation of a new Urgent Treatment Centre (UTC) located at Leicester Royal Infirmary (LRI). UHL is currently undertaking a significant programme of investment in its urgent and emergency care estate, including the development of a new purpose-built UTC at Leicester Royal Infirmary. The facility is expected to become operational in late 2027 and will form an important component of the Trust's wider urgent and emergency care strategy. The proposed UTC will provide assessment and treatment for patients presenting with minor illness and injury and will work alongside existing urgent and emergency care services across Leicester, Leicestershire and Rutland. As part of our planning process, UHL is currently undertaking an options appraisal to determine the most appropriate operating model for the future service. One of the options under consideration is the engagement of an external provider to support delivery of elements of the service. Before any decisions are made, the Trust wishes to engage openly with the market to better understand provider perspectives, test the developing service specification, and obtain indicative cost information to inform our evaluation.

How to Participate: The Pre-Market Engagement exercise will be conducted through the Atamis e-procurement portal under: Project Reference: C470041 The draft specification and supporting documentation will be available through the portal from 11 September 2026. Interested organisations are invited to review the documentation and submit:  Comments, observations and recommendations in relation to the proposed specification.  Feedback on the proposed operating model and service requirements.  Non-binding indicative pricing information based upon the information currently available. Responses should be submitted via the Atamis portal no later than: 2 October 2026 Throughout the engagement period, suppliers may submit questions via the messaging facility within Atamis. Responses will be shared in accordance with the principles of transparency and fairness. Supplier Webinar: To support this engagement, UHL will hold a Pre-Market Engagement Webinar on: 22 September 2026 via Microsoft Teams. The webinar will provide an overview of the strategic background to the project, the proposed service model, and the draft specification. Members of the service team will be available to explain key aspects of the proposal. Any clarification questions will be collated and provided to all interested parties. All interested organisations are encouraged to attend. Suppliers wishing to participate in the webinar should notify the Trust via the Atamis messaging function no later than: 12:00 noon on 21 September 2026. Microsoft Teams joining details will be issued to registered participants following confirmation of attendance. For organisations unable to attend the live session, the webinar will be recorded and made available to all interested parties via the Atamis portal.
