Summary of the contracting process

Natural England is procuring forestry services to safely fell and remove all spray-marked trees in the Humble Glades area of the Axmouth to Lyme Regis Undercliffs National Nature Reserve. The work covers approximately 80 medium-sized trees and around 40 cubic metres of timber, mainly Holm Oak, with some Turkey Oak and Pine. Trees must be felled and processed; most timber must be burned on site at locations and in quantities directed by Natural England. All cut stumps must be treated with a glyphosate-based herbicide to prevent regrowth. The worksite is a remote coastal landslip, reached by a 20–30 minute walk from the nearest vehicle access, across uneven, steep and challenging ground.

The procurement has reached tender: Natural England invited quotations through a below-threshold open competition. Clarification questions were due by 17:00 on 15 October 2026, and quotations meeting the Request for Quotation requirements were due by 17:00 on 16 October 2026. Responses had to be sent by email, although electronic submission was not permitted under the stated submission terms. The single lot has an estimated value of £16,000 excluding VAT, or £19,200 including VAT. The contract period runs from 2 November 2026 to 26 February 2027. The award basis is set out in the Request for Quotation. The opportunity is identified as suitable for SMEs.

This opportunity suits an experienced tree-felling or forestry contractor able to work safely in a remote, steep and uneven coastal environment without vehicle access to the site. The contractor needs capability in felling and processing medium-sized trees measuring 380mm to 760mm, or up to twice bar length, together with on-site timber processing and controlled burning. Relevant chainsaw, herbicide and first-aid certifications must be held and submitted, including certification covering this scale of felling. Public liability insurance must also be provided. Workers must wear appropriate PPE and must never work alone. A site visit is required before tendering unless the contractor already knows the site, and a thorough risk assessment must be agreed with Natural England before work begins.

Notice Description

The contractor is required to carry out safe felling and removal of all spray marked trees in the project area, the Humble Glades. This is the equivalent of approximately 80 medium-size trees, approximately 40m3 of timber, although the actual number of trees may be higher. There are a small number of Turkey Oak and Pine that are included in the felling contract but 90% of the trees are Holm Oak. The trees need to be safely felled and then processed. The majority of the timber felled needs to be burnt on site following instructions from Natural England concerning location and number of firesites. The cut stumps of all felled trees need to be treated with a Glyphosate based herbicide to prevent re-growth. The Axmouth to Lyme Regis Undercliffs NNR is a remote and wild coastal landslip. The worksite is located a 20-30 minute walk from the nearest vehicle access. The terrain across the NNR includes steep, uneven and sometimes difficult ground. The worksite is similar in terrain, on uneven, challenging and sometimes steep ground. Contractors will be required to hold and submit relevant chainsaw, herbicide and first aid certification, including felling and processing of medium-size trees (380mm to 760mm / up to twice bar length). Contractors must wear all relevant PPE at all times. No lone working at any time. The contractor must hold and submit a copy of their public liability insurance. It is a requirement that contractors undertake a site visit prior to submitting a tender or quote unless they are already familiar with the site. A thorough Risk Assessment will need to be drawn up and agreed with Natural England before any work starts.
