Summary of the contracting process

Swindon Borough Council is planning a framework for vacant property repairs and refurbishment across its housing stock in Swindon Borough. The work will return empty homes to the Council’s Re-let standard so they can be allocated to prospective tenants. Requirements may include general maintenance, repairs, improvements and refurbishment, ranging from minor works to major capital projects involving full property renovation, depending on each property’s age and condition. Sheltered accommodation may also be included if required. The framework is intended to cover around 175 properties a year, within a wider housing stock of approximately 10,500 homes and around 600 annual vacancies. This is a housing repair, maintenance and construction opportunity, including building, structural and multi-dwelling housing works.

The process is at preliminary market engagement and is intended to inform a future procurement; it is not currently an invitation to tender. The Council expects to establish a framework for up to three contractors, with an estimated commencement date of 14 January 2027. The initial framework period is 24 months, with an option to extend by up to 12 months, giving a possible end date of 13 January 2030. The estimated annual framework value is £2,134,490. The stated tender value is £6,403,470 excluding VAT and £7,684,164 including VAT. The market engagement questionnaire is intended to test market interest, capacity, mobilisation, insurance arrangements and pricing. Responses are requested by 25 September 2026 at 16:00.

This will suit contractors able to refurbish and repair empty residential properties at varying levels of complexity, from minor repairs and general maintenance through to major renovation and capital works. Suitable suppliers are likely to need broad multi-trade construction capability, the capacity to manage a regular flow of void properties, and reliable mobilisation and hand-back arrangements. Experience of housing stock, sheltered accommodation or preparing homes for re-letting would be relevant to the Council’s stated requirements. Businesses should be prepared to explain their available capacity, mobilisation approach, insurance arrangements and pricing model during the engagement. Contractors considering participation should use the market engagement to shape the future framework and assess whether they can support repeated call-offs across Swindon Borough.
