Summary of the contracting process

Bath & North East Somerset Council intends to commission a contractor-led team to investigate and develop deliverable options for replacing the Pulteney Radial Gate on the River Avon in central Bath. Options include a hydro-station, extending the existing Horseshoe Weir, creating a stepped weir, infilling the channel to form new public space, operating and maintaining the gate, or carrying out minimum works to the asset. The service will review existing information, coordinate intrusive and investigative surveys, assess access, logistics, interfaces, constraints and stakeholders, and compare construction scenarios. It will provide advice on buildability, temporary works, programme, cost, risk, Principal Designer and CDM matters, environmental impacts and whole-life implications. The work is civil engineering and infrastructure consultancy, including structural engineering, construction-related services and technical testing.

This procurement is at the planning stage: the council has announced its intention to procure, but has not yet invited tenders. It expects to use an above-threshold open procedure for one planned lot. The tender is expected to be available through the Supplying the Southwest Portal, with publication of the next notice anticipated on 1 October 2026. This will suit experienced civil engineering, infrastructure and structural engineering consultancies, contractors, survey specialists and multidisciplinary teams able to combine investigation, construction planning and technical appraisal. Strong candidates will be able to coordinate intrusive surveys, validate existing project information, assess river and urban-site access, and develop practical logistics and temporary works solutions. The work is likely to require capability in buildability reviews, programme and cost planning, risk management, environmental assessment, stakeholder interfaces, Principal Designer and CDM responsibilities, and whole-life evaluation. Suppliers with experience of weirs, gates, waterways, hydraulic structures, public-realm interfaces or complex construction in constrained city-centre locations will be well placed. The commission is focused on establishing a robust technical, commercial and construction basis, rather than delivering detailed design or the eventual main works.

Bath & North East Somerset Council is seeking to appoint a suitably experienced contractor led team to test, investigate, appraise and develop a range of deliverable options for the replacement of the Pulteney Radial Gate on the river Avon in the centre of Bath. A range of options are being considered, including 1) a Hydro-Station 2a) Extend the existing Horseshoe Weir 2b) Create a Stepped Weir within the existing channel 3) Infill the existing channel to create new public realm 4a) Own & Operate the Gate, 4b) Do Minimum to the Asset. Each option will need to be assessed against relevant access, logistics and construction constraints. The appointment will include the review and validation of existing project information; coordination and execution of intrusive and investigative survey workstreams; assessment of site access, interfaces, constraints and stakeholder considerations; and comparative appraisal of the options and associated logistics scenarios. The appointed contractor will be expected to provide advice on buildability, temporary works, programme, cost, risk, Principal Designer/CDM matters and whole-life implications. The commission is intended to establish a well evidenced technical, commercial and construction basis for the project, in order to support the Outline Business Case at P3M Stage 2. This commission is separate to any future decision to progress to detailed design, statutory approvals or main works procurement. The output will be a series of in-depth evidenced based appraisal reports with a final composite report and recommendation to support Outline Business Case decision-making and any future route-to-market strategy for the Main Works.
