Summary of the contracting process

The Foreign, Commonwealth and Development Office is procuring integrated security guarding services for the British High Commission, the High Commissioner’s Residence and diplomatic staff residences in Lusaka, Zambia. The requirement covers static guarding, mobile patrols and response, alarm monitoring and response, access control, visitor management, security supervision, incident response and reporting, and operations room and communications support. This is a security services contract (CPV 79710000) delivered across multiple diplomatic locations. It is relevant to established security contractors operating in Lusaka or able to provide and manage the required local delivery capability.

The process has reached tender: suppliers are invited to participate through a two-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 is the participation and selection stage, with up to eight suppliers shortlisted for the Invitation to Tender stage; shortlisted suppliers will submit detailed technical and commercial tenders, with clarification or dialogue possible. The expression of interest deadline is 15 October 2026 at 16:00, and clarification questions close on 25 September 2026 at 14:00. The contract is scheduled to run from 1 February 2027 to 31 January 2030, with an extension of up to 12 months, to 31 January 2031. The stated contract value is £0 gross in GBP. Technical evaluation is weighted 30% capability, 20% operational readiness and 50% professional experience.

This opportunity suits a security services provider with proven experience protecting high-security, diplomatic or similarly sensitive sites, supported by strong operational management. Bidders must demonstrate capability across guarding, patrol and response, alarm monitoring, access control, visitor management, incident reporting, communications and operations-room functions. The requirement favours suppliers with enough trained personnel, supervisory arrangements, infrastructure and operational resilience to cover several locations in Lusaka consistently. Selection also considers exclusion grounds, economic and financial standing, legal capacity, technical capability, organisational standards, relevant experience and project-specific questions, with mandatory requirements and minimum thresholds applying before shortlisting. Suppliers should be able to evidence professional experience and readiness to mobilise and maintain reliable service delivery throughout the initial contract and any extension.
