Summary of the contracting process

Wolverhampton City Council has procured an occupational physiotherapy and musculoskeletal absence management service for its employees, with potential use by schools, academies and tenant management organisations that have service-level agreements with the Council. The service covers remote and face-to-face assessments, treatment and rehabilitation, fast-track urgent appointments, workplace assessments, wellbeing initiatives and virtual physiotherapy. Its purpose is to support employee recovery and wellbeing, manage musculoskeletal absence and help people return to work. The Council manages the contract, while participating public bodies can use the service. Delivery is for employees in Wolverhampton and participating organisations in the area. The requirement is occupational physiotherapy services (CPV 85142100).

The contract has been awarded to NJB Physiotherapy Limited under Direct Award Process C of the Health Care Services Provider Selection Regime. The formal award date was 30 September 2026. The initial contract runs from 1 October 2026 to 30 September 2029, with an option to extend for two further years, to 30 September 2031. Its estimated lifetime value, including the optional extension, is £310,000 excluding VAT. The service is assessed against five criteria: quality and innovation, value, integration, collaboration and service sustainability, access and choice including reducing health inequalities, and social value. Their respective weightings are 25%, 25%, 20%, 20% and 10%; price carries no weighting. The Council selected the incumbent after concluding it meets requirements and is likely to continue to do so.

This award demonstrates demand for an integrated occupational physiotherapy service supporting a sizeable council workforce, with potential reach across schools, academies and tenant management organisations. A credible provider needs to deliver both remote and in-person assessment and treatment, urgent access, rehabilitation, workplace assessment and virtual support, while managing musculoskeletal absence and enabling timely returns to work. The assessment evidence indicates that continuity with occupational health, employee assistance and wider wellbeing provision matters, as do effective relationships with human resources, managers and employees. Providers should be able to demonstrate consistent performance, positive employee outcomes, service quality and continuous improvement, alongside cost-effectiveness and the ability to reduce the organisational impact of ill-health and absence. Integration, collaboration, sustainability, access, choice and social value also form part of the buyer’s assessment.
